Solomon Islands, Australia Advance RSIPF Expansion Partnership
The Solomon Islands Government and the Australian Government have taken another major step in strengthening policing capability, advancing key projects under the Royal Solomon Islands Police Force (RSIPF) Expansion Partnership.
Over the past month, Minister for Police, National Security and Correctional Services Hon. John Tuhaika Jr and Australian High Commissioner Jeff Roach signed the foundational Memorandum of Understanding (MOU) for the construction of a new RSIPF Academy. Officials from both countries have also agreed on the academy's building design and progressed plans for a package of policing infrastructure upgrades across all nine provinces.
Speaking at the MOU signing, Minister Tuhaika described the new Police Academy as a strategic investment in the country's future.
> "The new Police Academy is a strategic investment in Solomon Islands' future generations and will promote improved professional standards, institutional excellence, governance and systems in the RSIPF," he said.
He added that the academy and provincial policing projects are long-term investments that will strengthen policing services for generations to come.
Australian High Commissioner Jeff Roach thanked Minister Tuhaika for his leadership and reaffirmed Australia's commitment to supporting the RSIPF through a multi-year partnership.
"The RSIPF Expansion Partnership is built on decades of uniformed and non-uniformed engagement between Australia and Solomon Islands," Mr Roach said.
He said it was encouraging to see many of the partnership's key initiatives now taking shape, adding that the MOU represented another milestone in Solomon Islands' efforts to strengthen its sovereign policing capability while contributing to regional security across the Pacific.
The new Police Academy, the flagship project of the RSIPF Expansion Partnership, will be built at the Rove Police Headquarters Precinct on a site selected by the Solomon Islands Government in February 2026.
The partnership supports Solomon Islands' vision of developing a strong, self-reliant and enduring policing capability while improving police performance and service delivery to communities nationwide.
It also reflects the shared commitment of Solomon Islands and Australia to promoting a secure and prosperous Blue Pacific by combining Australian investment with the expertise of officials from both countries to deliver lasting improvements in policing infrastructure and capability.

SEGHE MARKET REACHES 75 PERCENT COMPLETION | Construction of the Australia-funded Seghe Market has reached 75 per cent completion and is expected to open later this year. The climate-resilient market will provide space for up to 120 vendors and support economic activity in Marovo. The project has employed 31 workers, including 26 people from the local community. Australian High Commissioner Jeff Roach said the project is helping transform Seghe into a stronger economic centre “Local contractor Hatanga has delivered outstanding progress to date, combining a high-quality build with meaningful local employment and strong support for the surrounding community,” Mr Roach said. Recent work completed includes roofing, pathways, the market kiosk, and progress on internal walls, accessibility ramps and the fire tank base. Hatanga Site Manager Edgar Pwao’o said the team remains committed to completing the project safely and to a high standard. “The dedication and hard work of our local workforce have been key to delivering the project,” Mr Pwao’o said. The new market will include solar lighting, water storage facilities, accessible stalls, and separate toilets and showers for men, women and people with disabilities. The project is part of Australia’s support for climate-resilient provincial markets across Solomon Islands.

WALE PUSHES ECONOMIC CHANGE | Prime Minister Matthew Wale says Solomon Islands can build a stronger economy by changing the policies that have limited growth for many years. Speaking in Parliament, PM Wale said the country's small economy is the result of decisions made over more than 40 years, not its destiny. He said the GREAT Coalition Government is introducing reforms to ensure the nation's wealth benefits all Solomon Islanders instead of only a few. "Our ambition is clear: that within the next 20 to 30 years, Solomon Islands will stand among the middle-income countries of the world, not by the charity of others, but through the disciplined harvest of our own God-given wealth," PM Wale said. The Prime Minister said the success of the government's reforms will be measured by whether they improve the lives of ordinary families, farmers, fishermen, market vendors and unemployed graduates. "We are shifting to a model where the harvest of our land and seas is processed by Solomon Islander hands, on Solomon Islands soil, for Solomon Islander families," he said.
MEHRD rolls out new pay structure for TVET trainers
New classification framework recognises specialised TVET roles and provides a clear pathway for qualified trainers.
The Ministry of Education and Human Resource Development (MEHRD) has begun implementing a new pay structure and classification framework for Technical and Vocational Education and Training (TVET) trainers and institution leaders.
The TVET Pay Structure and Classification Policy was approved by the Honourable Minister for Education and Human Resource Development on 30 June 2026. It was implemented in the teachers’ payroll processed on Thursday, 6 August 2026.
The new framework addresses an important classification gap that previously prevented TVET personnel from being included in the Ministry-wide salary classification exercise. It provides an approved basis for classifying Trainers, Senior Trainers, Program Managers and Institution Managers according to their roles and verified qualifications.
“This is an important step in recognising the specialised work of our TVET workforce. The new structure provides a clearer and more consistent basis for classifying trainers, while ensuring that salary placement is supported by verified qualifications,” Permanent Secretary Supervising, Mrs Linda Wate, said.
Under the approved framework, TVET trainers must hold both a relevant technical qualification and a TVET training and assessment qualification. Placement on the new pay structure is based on the position held and qualifications verified by the Teaching Service Division.
IMPLEMENTATION AT A GLANCE

Total active TVET trainers currently recorded on payroll: 334
The 84 trainers who have met both qualification requirements have been fully transitioned to the new pay structure. A further 83 trainers who currently meet one of the two requirements have been placed on a bridging salary scale while they work towards the outstanding qualification.
The remaining 167 trainers have not yet transitioned because their required qualifications have not been verified in MEHRD’s current records. They will remain on the Unified Teaching Service Pay Structure until verification and assessment are completed. This does not mean that they have been rejected from the new framework.
MEHRD is asking Education Providers and TVET institution leaders to bring Circular No. 8/2026 to the attention of all affected trainers and instructors, check their qualification records, and assist them to submit clear copies of relevant qualifications to the Teaching Service Division.
Education Providers must also ensure that newly recruited TVET trainers and instructors meet the relevant qualification and registration requirements before appointment and placement on the teachers’ payroll.
The Teaching Service Division will continue working with Education Providers and TVET institutions to verify outstanding qualifications, assess trainers against the approved framework, and facilitate transition to the appropriate classification and salary scale where the requirements are met.
Government Unveils Plans to Strengthen Solomon Islands Health System
The Government has outlined a broad health reform agenda aimed at improving access to quality healthcare services for all Solomon Islanders.
Responding to the Speech from the Throne, the Minister of Health and Medical Services said the Government’s priority is to achieve universal health coverage by strengthening health facilities, improving medicine supplies, and expanding essential services across the country.
The Minister highlighted plans to rehabilitate closed rural clinics, upgrade Area Health Centres, and strengthen provincial hospitals so more patients can receive care closer to their homes. The Government also aims to improve referral services at the National Referral Hospital and enhance specialist healthcare capacity.
A key focus will be ensuring reliable access to essential medicines and medical supplies through improved procurement, storage, distribution and monitoring systems.
The Government will also invest in prevention programmes, including immunisation, nutrition, maternal and child health, mental health services, and efforts to eliminate malaria by 2038.
The Minister said strengthening the health workforce remains critical, with plans to support training, professional development and incentives for health workers serving in rural and remote communities.
Digital health development, emergency preparedness, and stronger public health laboratory services are also part of the reform agenda as the Government works to build a more responsive and resilient health system.
The Minister acknowledged the challenges facing healthcare delivery, including geography, infrastructure and limited resources, but said these challenges would not prevent the Government from improving health services for the people of Solomon Islands.

HONIARA, SOLOMON ISLANDS – The Ministry of Education and Human Resource Development (MEHRD) advises schools, education providers, candidates, parents and guardians that the official dates and times for the 2026 national examinations and the Solomon Islands Standardised Tests of Achievement (SISTA) have been confirmed.
The schedules cover SISTA for selected primary schools, the Solomon Islands Junior Secondary Certificate (SIJSC), the Solomon Islands School Certificate Level One (SISCL1), and the Solomon Islands School Certificate Level Two (SISCL2).
Key examination periods
SISTA (selected primary schools only): Thursday, 29 October 2026.
SIJSC: Tuesday, 27 October to Friday, 30 October 2026.

Households, businesses and government services in Honiara are a step closer to receiving cheaper and more reliable electricity, with construction commencing on the 22-kilometre transmission line that will connect the Tina River Hydropower Facility to the Honiara national electricity grid via Lungga Power Station.
The Solomon Islands Government, Solomon Power and Australia marked the milestone today at a signing ceremony for the transmission line works. Contractor Reeves Envico and CE Group have mobilised to site and construction is now underway.
The transmission line is a critical part of the broader Tina River Hydropower Development Project. Once completed, it will carry up to 15 megawatts of renewable electricity from the hydropower facility to Honiara, helping to reduce reliance on diesel-generated power while improving energy security and reliability. The project is expected to be completed in early 2028.
Australia, through the Australian Infrastructure Financing Facility for the Pacific (AIFFP), is contributing approximately SBD$180 million to the transmission line project through a combination of concessional financing and grant funding.
Minister for Mines, Energy and Rural Electrification Hon. Derek Manuari said the project would deliver long-term benefits for Solomon Islanders.
“Today’s milestone brings Solomon Islands closer to a future powered by cleaner, more affordable and more reliable energy,” the Minister said.
“The Tina River Hydropower Development Project will strengthen our energy security, reduce dependence on imported diesel and help lower electricity costs for families, businesses and government services.
“We value the strong partnership between the Solomon Islands Government, Solomon Power, Australia and all project stakeholders working together to deliver this transformative investment.”
Australian High Commissioner Jeff Roach said the project demonstrated the strength of the Solomon Islands-Australia partnership.
“The Tina River project is Australia’s largest climate-finance investment in the Pacific and reflects our long-term commitment to supporting Solomon Islands’ development priorities,” High Commissioner Roach said.
“This transmission line will help provide cheaper, cleaner and more reliable electricity for Solomon Islanders, supporting economic growth and improving everyday lives.”
Solomon Power Board Chair David Quan said the transmission line would play a vital role in connecting renewable energy to consumers.
“The transmission line is the link between the renewable energy generated at Tina River and the people and businesses who will use it every day,” Mr Quan said.
“Once complete, it will improve the reliability of electricity supply and support a more sustainable electricity system for Solomon Islands.
“We are pleased that construction is now underway and look forward to working closely with our partners to deliver this important infrastructure.”
The Tina River Hydropower Development Project is the largest renewable energy initiative in Solomon Islands. Beyond providing cleaner energy, it is creating jobs, strengthening local skills and supporting economic growth.
More than 190 S olomon Islanders are currently employed across the broader project, with additional employment opportunities expected as construction progresses. The project also includes initiatives that support education, training and safe employment opportunities for women and girls.

MECDM Sets Out Environmental and Climate Resilience Priorities
Minister for Environment, Climate Change, Disaster Management and Meteorology (MECDM), Hon. Wayne Ghemu, has outlined the Ministry’s key priorities to strengthen environmental protection, climate resilience and disaster preparedness in response to the Speech from the Throne.
Minister Ghemu said the Ministry will focus on translating the government’s transformation agenda into practical actions that benefit communities across Solomon Islands.
A major focus of the Ministry’s programme is strengthening environmental stewardship through updated legislation, improved compliance measures and the establishment of a Compliance and Enforcement Unit to support environmental protection standards.
The Ministry also plans to expand protected areas across land and marine environments through community-based approaches that recognise the role of provincial governments and customary resource owners.
On waste management, Minister Ghemu highlighted ongoing efforts to rehabilitate the Ranadi rubbish dump and develop a new engineered landfill at Tenaru through collaboration with the Asian Development Bank, Honiara City Council and Guadalcanal Provincial Government. Similar improvements are planned for provincial centres including Gizo, Noro, Auki and Tulagi.
Addressing climate change, Minister Ghemu described it as one of the country’s greatest challenges and said the government will invest in nature-based solutions and climate-resilient infrastructure in key sectors such as agriculture, education and health.
The Ministry is also working to strengthen Solomon Islands’ ability to access international climate finance by pursuing national accreditation for institutions, including the Development Bank of Solomon Islands and the Ministry of Finance and Treasury.
Minister Ghemu announced plans for a national loss and damage framework to support communities affected by climate impacts such as sea-level rise and extreme weather events.
Following the impacts of Tropical Cyclone Maila, the Minister reaffirmed the government’s commitment to recovery efforts, including a shelter reconstruction programme for families whose homes were destroyed. He said recovery support is being strengthened with assistance from international partners.
The Ministry will also introduce modernised meteorological services, including the installation of Solomon Islands’ first weather radar system, to improve early warning capabilities for tropical cyclones and other weather-related hazards.
Minister Ghemu concluded by emphasising that disaster preparedness is a shared responsibility, calling on individuals, communities and leaders to work together in building a more resilient Solomon Islands.
“This is our solemn commitment—to serve our people, safeguard our environment, and build a Solomon Islands that is more resilient,” Minister Ghemu said.

Second-half goals secure Academy U15 the SIFF Youth Championship title after a hard-fought final against KOSSA Yellow

Academy Under-15 were crowned champions of the SIFF Youth Championship after defeating KOSSA Yellow 2-0 in a tense grand final at the Solomon Islands Football Federation (SIFF) Academy Football Field on Thursday afternoon.
Locked at 0-0 at halftime, Academy stepped up their performance after the break, scoring through a well-worked goal before adding a second from the penalty spot to seal the championship.
Speaking to Island Sun Sports after the final, Academy U15 head coach Ian Lagwai Kalu praised his players’ discipline, resilience and commitment throughout the tournament while acknowledging the work of fellow coach Eric, who has been away in Fiji with Central Coast FC at the OFC Men’s Champions League.
“It feels good. First of all, I’d like to give all the glory to Almighty God for giving the boys the strength,” Kalu said.
“The feeling is wonderful. Seeing these boys play and win this championship makes me really proud of their performance.”
Kalu revealed that his side deliberately rotated players during the first half before introducing his regular starting line-up after the interval.
“We wanted to give everyone game time during the first half,” he said.
“In the second half we brought on our starting eleven and simply told them to go out and enjoy the game. If they wanted to win it, they had to go out and do it, and that’s exactly what they did.”
The coach said the opening goal transformed the match and allowed Academy to execute its pressing game more effectively.
“After the first goal the boys started to find their rhythm,” Kalu said.
“We wanted to pressure our opponents, win the ball high up the field and attack quickly. That’s exactly what happened, and eventually we earned the penalty.”
Kalu also commended his young squad for maintaining discipline throughout the competition, saying sportsmanship had been one of the team’s biggest priorities.
“We always remind the boys to stay disciplined and focus on the game,” he said.
“Whatever happens during the match is part of football. They must not retaliate. They have to show good sportsmanship.”
Academy captain George Lea’i described the title as a reward for the team’s hard work and said they are already looking ahead to future competitions.
“It means a lot to me and the team,” Lea’i said.
“We’re looking forward to the next tournament and the next league, and we’ll continue to work hard.”
Reflecting on the final, Lea’i acknowledged KOSSA Yellow’s defensive effort.
“It was difficult because KOSSA defended very well,” he said.
“We stayed patient, kept possession of the ball and saved our energy for the second half.”
The captain dedicated the championship victory to the coaching staff, tournament organisers and his teammates.
“I would like to dedicate this victory to our coaches, the organisers of the tournament and all of my teammates,” Lea’i said.
Kalu believes the championship will play an important role in preparing many of the players for the next stage of Solomon Islands’ youth football pathway.
“Many of these boys will be preparing for next year’s Under-16 World Cup qualifiers,” he said.
“Winning this championship gives them confidence and motivates them to work even harder.”
The SIFF Youth Championship was staged over nearly two weeks at the SIFF Academy Football Field as part of the federation’s youth development programme, providing Under-15 and Under-16 players with valuable competitive match experience while helping identify future talent for Solomon Islands football.

Minister for Home Affairs Rev Manasseh Maelanga has voiced strong support for greater autonomy for Parliament and the Judiciary.
He made the call in his reply to the Motion of Thanks on the Governor-General’s Speech from the Throne on Wednesday.
He called the reforms fundamental to strengthening democracy and the separation of powers.
An independent Parliament is better equipped to carry out law-making, oversight and representation “without undue administrative or financial constraints,” he said.
An autonomous Judiciary would strengthen public confidence by ensuring justice is administered impartially, efficiently and independently.
The Government is committed to progressing the legislative, institutional and administrative reforms needed to give practical effect to the autonomy of both institutions.
This includes strengthening governance arrangements and establishing appropriate financial management frameworks.
It also means ensuring both institutions can manage their own affairs under the Constitution.

Minister for Commerce, Industry, Labour and Immigration and MP for North West Choiseul, Harry Kuma, has outlined an ambitious agenda to strengthen local businesses, improve access to finance and create more employment opportunities for Solomon Islanders.
Speaking in Parliament today during his contribution to the Motion of Thanks to the Governor General’s Speech from the Throne at the opening of the First Meeting of the First Session of the 12th Parliament, Mr Kuma said the Government is committed to placing indigenous Solomon Islanders at the centre of economic development.
Minister Kuma said one of the Ministry’s priorities is expanding access to finance for small and medium enterprises (SMEs) and rural businesses.
“Many Solomon Islanders are capable entrepreneurs, but are excluded by the structure of finance. They may own equipment, boats, crops or business contracts but lack registered land that banks accept as security,” Kuma said.
He said reforms will allow productive assets and reliable cash flows to be recognised as collateral while strengthening the Development Bank of Solomon Islands’ lending capacity, improving credit information systems and expanding microfinance and financial literacy programmes.
Kuma said the Government’s “Solemnization” and “First Bite, Better Bite” policies are designed to ensure indigenous Solomon Islanders receive greater access to business opportunities and economic benefits.
“Indigenous Solomon Islanders must stand at the centre of the economy, not at its margin,” he said.
The commerce minister said local businesses should be supported but must also become competitive.
“We don’t want businesses that survive only because competition is blocked. We want Solomon Islands companies that are strong enough to compete, create jobs and eventually export to international markets,” Kuma said.
He said the Government is determined to end the country’s dependence on exporting raw materials by promoting downstream processing in industries such as coconut, cocoa, fisheries, forestry and other agricultural products.
Kuma said developing processing industries requires reliable infrastructure, affordable electricity, transport, finance, skilled workers, certification and market access.
He pointed to plans for a regional coconut processing hub and the Bina Harbour processing project as examples of the Government’s industrialisation strategy.
The Minister also highlighted the importance of export promotion, saying the Ministry will strengthen market intelligence and help local producers meet international standards required by markets in Japan, Australia and the European Union.
On digital transformation, Kuma said e-commerce, mobile money and digital payment systems would help rural businesses reach wider markets.
“Digital trade must become a practical tool for inclusion, not another service available only in Honiara,” he said.
Kuma said the Government is also reviewing the Foreign Investment Act to improve investor confidence while protecting reserved business activities for Solomon Islanders.
He revealed that the Ministry is working towards establishing special economic zones to encourage investment, create jobs and boost exports.
Employment reforms will also be a key priority, including apprenticeships, trade testing, technical training and the introduction of a new legal minimum wage.
“A minimum wage should provide a fair floor below which dignity cannot fall,” Kuma told Parliament.
He said the Ministry will also strengthen workplace safety, labour inspections and the trade dispute system while ensuring overseas labour mobility programmes continue to benefit the country’s economy.
Kuma said immigration services will be modernised through improved border management, e-visas and biometric systems to support both national security and economic growth.
The Ministry also plans to strengthen consumer protection by improving product standards, updating legislation and enforcing fair trading practices.
Kuma acknowledged that reforms are also needed within his Ministry.
He said outdated legislation, weak data systems and limited provincial outreach remain challenges that will be addressed through better planning, digital systems and stronger performance monitoring.
The Minister also called for improved attendance and punctuality across government ministries to reduce absenteeism and improve public service delivery.
Concluding his speech, Kuma reaffirmed the Ministry’s commitment to delivering the Government’s economic agenda.
“We will work with the private sector, stand with farmers where markets fail, welcome responsible investors, protect workers and consumers, and measure our success by exports achieved and livelihoods improved,” Kuma said.
He concluded by thanking the Governor General for delivering the Speech from the Throne and pledged his support for the Government’s programme.

THE Temotu Provincial Government has pledged its full support for the implementation of the EmpowerHER Project, describing the partnership as a vital step towards promoting and protecting the rights of women and girls across the province.
Speaking during the official launch of the project this week, Deputy Premier of Temotu Province, Hon. Johnny Rogers Mekaboti, said the EmpowerHER Project brings renewed hope that no community will be left behind despite the province’s geographical challenges.
He said Temotu Province has often missed out on important development programmes because of its isolation, leaving vulnerable groups, particularly women and girls, exposed to abuse and violence.
“Temotu Province consists of many small and widely dispersed islands spread across one of the largest maritime areas in Solomon Islands. Because of our geographical isolation, our communities often experience limited access to essential government services, health care, education, justice and protection services.
“For many years, distance has remained one of our greatest development challenges. Yet distance should never determine whether a person receives protection, justice, dignity and equal opportunity,” Mekaboti said.
He said the provincial government was honoured that Temotu had been selected as one of only two pilot provinces for the national initiative.
“It is indeed a privilege that Temotu Province has been selected as one of the two pilot provinces for this important national initiative. We do not regard this selection simply as recognition; we regard it as a responsibility and an opportunity to improve the lives of our people,” Mekaboti said.
He acknowledged the Solomon Islands Planned Parenthood Association (SIPPA) and its donor partners for choosing Temotu as one of the project sites.
Mekaboti assured stakeholders that the Temotu Provincial Government would work closely with SIPPA, Alinea International, development partners, churches, chiefs, women leaders, youth groups and the Temotu Island Councils to ensure the project reaches communities throughout the province.
“We will support awareness programmes, community dialogue, capacity building and local leadership initiatives that promote respect, equality, family wellbeing and the protection of every individual, regardless of gender,” he said.
While acknowledging that implementing the project across the remote island province would be challenging, Mekaboti expressed confidence that strong partnerships and teamwork would ensure the project’s success.
“On behalf of the Temotu Provincial Government and the people of Temotu Province, I proudly reaffirm our full support for the EmpowerHER Project.
“May this partnership continue to grow from strength to strength, bringing lasting hope, protection, dignity, equality and opportunity to every woman, every girl, every family and every community across our beautiful islands,” he said.

Government has reiterated its commitment to strengthening provincial governance through a long-overdue review of the Provincial Government Act 1997.
Minister of Provincial Government & Institutional Strengthening (MPGIS) Lazarus Rinah in his speech in Parliament Wednesday this week said the review is at the centre of ongoing reforms within the Ministry.
Review of the provincial government system has been stalled for many years, limiting the ability of provinces to effectively respond to modern governance challenges, a statement by the PM Press Secretariat this morning said.
Under the decisive leadership and political will of the GREAT Coalition Government, this critical review is now progressing with renewed purpose and direction.
“The reform will be guided by a clear and strategic two-stage approach. In the immediate term, transitional amendments to the existing Act will be advanced for Cabinet consideration, aimed at addressing urgent operational gaps and improving functionality within provincial administrations,” Rinah told parliament.
At the same time, Rinah said the Ministry will undertake a broader and more comprehensive review of the Provincial Government Act 1997.
He said this second phase will involve an extensive literature review and the development of a new policy framework.
It will be designed to reflect contemporary realities, emerging challenges and the future aspirations of provincial governments and communities across the country, the PM Press Secretariat statement said.
Rinah emphasised that this approach ensures both immediate improvements and long-term transformation, enabling provincial governments to operate with greater clarity, accountability and effectiveness.
“This reform marks a significant step toward building stronger, more responsive provincial institutions that are better equipped to deliver services and improve the lives of Solomon Islanders throughout the provinces,” he said.

Lands Minister Unveils Five Landmark Bills to Reform Land Governance
The Minister for Lands, Housing and Survey has announced an ambitious legislative agenda aimed at transforming land governance, housing, and coastal management in Solomon Islands.
Speaking in Parliament during the debate on the Speech from the Throne, the Minister said the Government plans to introduce five major bills that will strengthen customary land ownership, improve dispute resolution, modernise land ...administration, expand housing opportunities, and protect coastal and marine resources.
The proposed legislation includes the **Customary Land Governance Bill**, **Land Dispute Resolution Bill**, **National Housing Bill**, **Land Information System Bill**, and **Coastal and Marine Governance Bill**. The Minister described the package as one of the most comprehensive reform programmes ever undertaken in the lands sector.
According to the Minister, the reforms are intended to establish a land governance system that is transparent, fair, modern and inclusive, while safeguarding customary ownership and creating opportunities for sustainable national development.
The proposed Customary Land Governance Bill will seek to strengthen the legal recognition and protection of customary landowners, improve governance within customary landholding groups, and ensure communities receive equitable benefits from developments on their land. It also proposes the establishment of Community Trust Funds to support education, healthcare, infrastructure and future generations.
To address long-standing land disputes, the Land Dispute Resolution Bill aims to create a more accessible and culturally appropriate system by recognising the role of chiefs, traditional leaders, churches and local institutions in resolving conflicts outside lengthy court processes.
The Minister also said the Government intends to unlock land for inclusive economic growth by promoting transparent partnerships between investors and customary landowners across sectors such as agriculture, tourism, fisheries, mining and renewable energy, ensuring landowners receive fair recognition and equitable returns.
To modernise land administration, the proposed Land Information System Bill will establish a secure digital land information system designed to improve transparency, reduce fraud, and provide more reliable records for landowners, investors and government agencies.
The National Housing Bill will focus on improving access to affordable housing, strengthening housing policy and extending essential infrastructure and services to informal settlements, particularly in Honiara and other growing urban centres.
The fifth proposal, the Coastal and Marine Governance Bill, seeks to strengthen coastal management, protect customary sea rights, enhance community participation in environmental management and improve resilience to climate-related hazards.
Concluding his address, the Minister called on all Members of Parliament to support the reforms, saying the proposed legislation would strengthen customary ownership, promote peace, expand economic opportunities, improve housing and protect the environment for future generations.

Minister Maelanga outlines ambitious vision to strengthen sport through provincial facilities, governance reforms and grassroots investment

The Government has reaffirmed its commitment to strengthen sports development across Solomon Islands, with plans to invest in sports infrastructure in the provinces while pursuing reforms to improve sports governance and administration.
Speaking during his reply to the Speech from the Throne in Parliament this week, Minister for Home Affairs Rev Manasseh Maelanga said sport remains one of the country’s strongest forces for national unity and social development.
“Sports continues to unite our people regardless of province, language or background. It is a fundamental uniting factor for our people,” Mr Maelanga told Parliament.
He said the Government wants to strengthen the country’s sporting framework by reforming the National Sports Council into a stronger institution capable of delivering sports development throughout the country.
“The development of a National Sports within our national culture and the reform of the National Sports Council towards a stronger institutional foundation for sports development across the country, must happen,” he said.
The Minister also stressed that sporting bodies will be expected to meet higher standards of governance and accountability.
“The Government will hold our sporting bodies into account and require a high level of commitment and standards from all sporting bodies,” he said.
Maelanga said the Government’s investment in sport will extend from grassroots participation through to elite athlete development, recognising sport’s wider contribution to youth development, healthier lifestyles, social inclusion and national unity.
He said the Government is determined to create an environment where athletes can excel internationally while becoming positive role models in their communities.
“I am adamant as the Minister responsible for Sport to see our athletes excel and win medals and be successful citizens in our communities,” he said.
To achieve that vision, the Minister said stronger sports administration and improved facilities will be essential, confirming that the Government is seriously considering building sports infrastructure in the provinces in the near future.
“We will be seriously looking into building sports infrastructures in our Provinces in the immediate future,” he said.
Maelanga also confirmed that the Ministry of Home Affairs will work closely with national sporting federations, schools, provincial governments and community organisations to strengthen sports governance and create more opportunities for participation throughout Solomon Islands.
The Government’s latest commitment comes as Solomon Islands continues to invest in grassroots programmes while national federations prepare athletes for regional and international competitions, highlighting the growing importance of strengthening sports systems and facilities across the country.

The National Sports Council (NSC) has taken another step to improve workplace safety by recognising staff members who successfully completed a chemical safety training programme to strengthen safety practices across the country’s sporting venues.
According to information released through the NSC’s official media platform, 15 staff members received certificates on Thursday after completing the Chemical Safety Training Programme conducted by MYK Suppliers.
The recipients who are cleaners, venue managers and administration staff underwent the training on July 3.
From the training, they gained practical knowledge on how to safely handle, store and use workplace chemicals used to maintain NSC facilities.
While the programme focused on chemical safety, the broader objective was to reduce workplace risks and create a safer environment for staff, athletes, officials and members of the public who regularly use the council’s sporting venues.
Presenting the certificates, NSC Chief Executive Officer Alison Burchell congratulated the participants and encouraged them to apply what they had learned in their daily responsibilities.
“Chemical safety is an essential part of maintaining a safe working environment,” Burchell said.
She urged staff to continue practising safe handling procedures to help protect themselves, their colleagues and everyone who uses NSC facilities.
The training also highlighted the importance of professional development within the organisation, with the council continuing to invest in programmes that improve workplace standards alongside the delivery of sporting services.
Speaking on behalf of the participants, Rose Sala Olea said the training strengthened staff confidence and provided practical skills that will improve their work.
“The training has given us a much better understanding of how to use cleaning chemicals safely and correctly,” Olea said.
“It has increased our confidence and will help us carry out our work more safely while protecting ourselves, our colleagues and the facilities we look after.”
NSC also acknowledged MYK Suppliers for delivering the programme and for supporting the council’s efforts to improve workplace health and safety through practical training initiatives.
Although they often work behind the scenes, cleaners, venue managers and administrative staff play an important role to ensure national sporting venues remain safe, clean and operational for competitions, training sessions and community events throughout the year.
The Chemical Safety Training Programme was conducted on July 3 by MYK Suppliers. Fifteen NSC staff members successfully completed the course before receiving their certificates on Thursday, with the initiative forming part of the council’s ongoing commitment to workplace safety and staff development.

The Solomon Islands Government will roll out its long-awaited Free Education Policy nationwide in 2027, a major commitment from the government which aims to remove financial burden on families and ensure that every child has equal access to education.
Moving the motion in Parliament this week, Prime Minister Matthew Cooper Wale said free education is a national reform that has been discussed in Parliament for many years and is now becoming a reality.
“This policy did not begin with this government. The case for free education has been made in this house for many years, first under the Sikua-led Government,” Prime Minister Wale told Parliament.
He acknowledged the heavy financial burden carried by parents across the country, saying many families struggle to keep their children in school.
“We all know the burden parents carry. Some pay several times their annual income to keep one child in school. Many must choose which of their children will be educated. That is the injustice this policy ends,” he said.
Wale stressed that free education is not a stand-alone initiative but forms part of the government’s long-term economic transformation agenda.
“Government’s free education policy does not operate in a silo. Free education is key to producing the highly skilled workforce our economy will need over the next thirty years, as we move into processing and manufacturing,” he said.
He said the policy must be viewed alongside investments in classrooms, teachers, laboratories and learning resources to ensure schools are ready to receive every child when the programme begins next year.
“These are being planned together, as parts of one vision,” Wale said.

Beyond installing 161 towers, the Solomon Islands National Broadband Infrastructure Project (SINBIP) has created 10,000 local jobs and trained 170 technicians.
This included hands-on training courses focused on communication operation and maintenance and eight special training sessions held to cultivate the local technical workforce.
The project was carried through collaboration between China Harbour Engineering Company (CHEC), Huawei, the Solomon Islands Ministry of Communication and Aviation (MCA), and Solomon Tower Company Ltd (STL).
China Harbour Engineering Company’s (CHEC) South Pacific Division Managing Director, Chen Wei and Chinese Ambassador Cai Weiming confirmed the details at the July 31 handover ceremony.
The project also established permanent technical support in the country. Huawei provided cutting-edge digital equipment for the network and stationed a permanent team of specialists to deliver full lifecycle technical services.
China Harbour Engineering Company has operated in the Solomon Islands since 2019. Over nearly eight years, the company has established a localised system for construction, compliance, and maintenance. CHEC previously completed major local infrastructure projects, including the Suava Bridge and the Munda Airport runway upgrade.
Chen Wei described SINBIP as a landmark concessional loan project following the establishment of diplomatic ties between China and the Solomon Islands. It also marks China Harbour’s first national-level digital infrastructure project in the country.
The project was delivered as a public-private partnership involving two governments, CHEC, Huawei, and Solomon Telekom Company Limited. To manage the infrastructure long-term, the Solomon Islands Government created a new state-owned enterprise called Solomon Tower Limited in 2024.
China Harbour committed to providing ongoing warranty support and rapid fault response alongside MCA and Huawei. Chen Wei expressed readiness to deepen future cooperation in transport, digital infrastructure, and public works.
