By Andrianah Kole Participants in the Solomon Islands Senior Executive Women in Leadership Programme (Cohort 8) have been recognised after completing a leadership development course designed to prepare women for executive and board leadership positions. The participants received their certificates during a celebration breakfast today (Friday), attended by programme alumni, partners and supporters. The event recognised the participants’ achievements and provided an opportunity for networking. Guest speaker David Quan congratulated the graduates, saying continuous professional development is essential in preparing future leaders. “Whether at home, with your family or at work, you’re already leaders in your own right,” he said. Quan said while education and professional training are important, effective leadership is ultimately shaped by attitude, integrity and a commitment to serving others. He encouraged participants to remain professional in the workplace by focusing on resolving issues rather than allowing disagreements to become personal. “Focus on the issue. Don’t personalise it. Once discussions become personal, we won’t achieve anything,” he said. Quan said leadership often involves making difficult decisions and urged participants to ensure those decisions are guided by the law, organisational policies and ethical standards. He also encouraged them to continue building professional networks, seek guidance from experienced colleagues and support one another throughout their leadership journeys. The programme was organized by the Women in Executive Leadership Coalition (WELSI), which aims to increase the number of women serving in executive and board leadership positions across Solomon Islands. WELSI President Pamela Naesol Alamu said the organisation was established to empower women by building confidence, strengthening leadership skills and creating opportunities for professional growth. Registered in 2024, the coalition has delivered leadership training since 2023 through partnerships with professional organisations. More than 130 women completed the previous seven cohorts, with a further 18 participants graduating from the latest programme. Mrs. Naesol Alamu said the initiative was about more than increasing the number of women in leadership positions. “It’s not only about increasing the numbers. It’s about the quality of the women too. We want women to be competent, confident and prepared for leadership,” she said. She said the programme helps women make informed career decisions, recognise their leadership potential and develop the confidence to pursue executive and board appointments. The coalition has grown to more than 100 members and continues to operate through volunteers supporting women across the country. Mrs. Naesol Alamu said hearing participants describe how the programme had strengthened their confidence continued to motivate the organisation’s work. She also referred to research showing women remain underrepresented in senior leadership roles in Solomon Islands, although recent studies indicate progress, with more women serving as chief executives and board members. Encouraging women to pursue leadership opportunities, she said leadership was defined by influence rather than position. “Leadership is not about position or power. Leadership is about how you influence others through the way you live and conduct yourself every day,” she said. Participant Barbara Kuere, a Port Engineer with Solomon Islands Ports Authority, said the four-day programme provided practical knowledge on corporate governance, board procedures, risk management, financial literacy and building a professional brand. “The two lessons I take away from the training are confidence and clarity. Being a leader does not mean I know everything. It is about being willing to learn and having the courage to solve problems in the environment where we work,” she said. Ms. Kuere also highlighted the importance of professional networks, saying the programme connected participants with women who could continue supporting one another beyond the training. “By supporting one another and building meaningful connections, we create lasting relationships that extend beyond a single meeting,” she said. “Together, we can share knowledge, encourage growth and empower each other to succeed. When we work collaboratively, we can make a meaningful difference in our workplaces, our communities, our homes and across our nation.” The Women in Executive Leadership Coalition says the programme is the first in a broader series of initiatives aimed at strengthening women’s leadership, expanding professional networks and increasing women’s participation in decision-making across Solomon Islands. Prime Minister Hon. Matthew Wale has apologized to the people of Guadalcanal for not attending the province’s recent Second Appointed Day celebrations. Guadalcanal Premier Hon. Willie Atu in a recent statement had expressed disappointment over the Prime Minister’s decision not to attend the event, noting that the celebrations were held in Honiara so the Prime Minister could be present. Speaking in Parliament this evening, Prime Minister Wale clarified that his absence was in no way political. “Since both the Minister for Provincial Government and the Deputy Prime Minister were going to be present, I decided, after some discussion with them, that this was adequate representation of the Government. I obviously, Mr. Speaker, misjudged the feelings of some in this matter, and I therefore unreservedly apologise.” “I truly am very sorry. I offer that apology without qualification because Guadalcanal is the province on whose land this Parliament sits, and its feelings are owed respect, not management.” Prime Minister Wale also said that he may not be able to attend every Second Appointed Day celebration because of his schedule, but he hoped his absence would be kept in perspective and not overblown. “This is because the measure of a government’s regard for a province is not the seating chart of a single day. It is what the government does for that province across every day that follows.” He also confirmed that the issues raised by Premier Atu during the Second Appointed Day celebrations regarding statehood and a hospital for the province are already included in the Great Coalition Government’s policy agenda and that the Government is committed to implementing them. “First, on the long-standing question that stands behind so many others, the Great Coalition Government will bring the question of State Government to a determination by the end of 2027. A question that has waited upon this nation for decades will not be left to drift any longer. It will be brought to a decision, and the provinces will know where they stand. The legislation for the Constituent Assembly must be dealt with before the end of 2027,” he said. BY LORETTA B MANELE The GREAT Coalition Government has made its intention of establishing new cocoa and coconut plantations across the country. Agriculture Minister, Franklyn Wasi shed light on this whilst delivering his response to the Speech from the Throne in parliament on Wednesday. He said traditional cash crops like cocoa and coconut remain among our most important agricultural export commodities. “The GREAT Coalition Government intends to support the establishment of new cocoa and coconut plantations across the country while also rehabilitating aging plantations through improved planting materials, farmer support programmes and better pest and disease management,” he said. Wasi said the Government will also continue to expand nurseries, drying facilities and storage infrastructure to improve product quality and increase farmer incomes. The Member of Parliament for East Makira said these measures will strengthen Solomon Islands competitiveness in international markets while creating sustainable economic opportunities for rural communities. Wasi said the target is to reach 10,000 hectares of new planted cocoa and coconut trees across the whole nation in the coming years. BY LORETTA B MANELE The Great Coalition Government is facilitating investment in commercial domestic feed milling, poultry breeding facilities and additional hatcheries. Minister for Agriculture and Livestock Development (MALD), Franklyn Wasi announced this during his ministerial response to the Speech from the Throne in parliament on Wednesday. Speaking on the livestock industry, he said the industry offers enormous potential to improve nutrition, reduce imports and increase incomes. Wasi stressed that the Government is committed to raising the production of local poultry meat and eggs so people can access nutritious protein more affordably. “The GREAT Coalition Government is committed to increasing local production of poultry meat and eggs so that our people can access nutritious protein at more affordable prices,” he said. The minister said to achieve this, they are facilitating investment in commercial domestic feed milling, poultry breeding facilities and additional hatcheries. Wasi said these investments will address longstanding supply constraints and reduce dependence on imported breeding stock. He mentioned that at the same time, they are revitalizing the national pig breeding programme through improved genetics and artificial insemination, while also progressing the development of national cattle and small ruminant breeding centres. BY TONY IROGA Opposition MP for Kia/Hograno Constituency and Chairman of the Parliamentary Standing Committee on Foreign Relations, Jeremiah Manele, has called on the Government to strengthen parliamentary oversight of the country’s foreign policy, treaties and international agreements. Contributing to the Motion of Thanks on the Speech from the Throne in Parliament this week, speaking in parliament today, Manele welcomed the Coalition Government’s commitment to strengthen democratic institutions but said more work is needed to ensure transparency and accountability in the conduct of foreign affairs. “I welcome the Coalition’s initiative to strengthen the pillars of our democracy, including the independence and autonomy of Parliament and the Judiciary,” Manele said. He also welcomed the Government’s decision to maintain Solomon Islands’ long-standing foreign policy of being “friends to all” while pursuing a renewed approach to relations with traditional partners. “That is a policy choice the Coalition has decided to take, and that is fine,” he said. “But in the process, one must also be careful not to lose the trust of non-traditional partners.” Manele stressed that Solomon Islands should engage constructively with all countries based on national interest rather than distinguishing between traditional and new partners. “I think one should not discriminate between traditional or new partners. They are all valuable partners, and we need them all,” he said. The former Prime Minister urged the Government to involve Parliament more closely in the ratification of international treaties, saying the current process gives Cabinet sole authority to approve major agreements. “It would be useful for the Government to table some of these treaties before Parliament for deliberation and endorsement before ratification or accession,” Manele said, while acknowledging that some security-related agreements may need to remain confidential. As chairman of the Foreign Relations Committee, Manele said the committee will continue engaging with the Ministry of Foreign Affairs and External Trade (MFAET), the Prime Minister’s Office and other stakeholders to monitor the implementation of international agreements. He also called on the Government to finalise a comprehensive foreign policy document. “I call on the Minister of Foreign Affairs and External Trade to bring a full Foreign Policy White Paper to Parliament within the next 12 months after consultation with relevant stakeholders,” he said. Manele said Solomon Islands should place greater emphasis on its Pacific relationships and regional organisations, including the Pacific Islands Forum, the 2050 Strategy for the Blue Pacific Continent and the Melanesian Spearhead Group. “Our strength has never been our size. It has been our solidarity,” he said. On economic diplomacy, Manele said the Government’s policy statement outlined broad intentions but lacked specific targets, agreements and implementation mechanisms to expand exports and reduce trade imbalances. He also supported labour mobility programmes but said they must be carefully managed to avoid creating shortages of skilled workers in essential sectors such as health and education. “We support our workers abroad because remittances help families, build homes, establish businesses and pay school fees. But remittances must not deprive our hospitals and classrooms of skilled workers,” he said. Manele further proposed that the Minister for Foreign Affairs present an annual report to Parliament detailing the country’s key international relationships, agreements signed, and the performance of overseas missions. “What the Government measures, this House can support. What it hides, this House must question,” he said. He said the Opposition will work constructively with the Government on the proposed Foreign Relations Bill and seek amendments to strengthen parliamentary scrutiny of treaties and foreign policy decisions. “Foreign policy should be the most bipartisan business of this House because the flag our diplomats carry belongs to no coalition and no government,” Manele said. Concluding his speech, Manele thanked the Governor-General for delivering the Speech from the Throne and said it is now the responsibility of the Government, ministers and the public service to deliver on the commitments outlined in the policy statement. “The onus is now on all of us, especially the Government, the Ministers and the public service, to implement and deliver for all our people,” he said. BY IRWIN ANGIKI The GREAT Government has said it will bring the Mental Health Bill for passage in parliament. This Bill is set to replace the current legislation, Mental Treatment Act, which was enacted in 1970. Along the years, consecutive governments have promised to replace the 1970 act. Sikua’s government in 2009 recognised that the Mental Treatment Act was “badly outdated” and required urgent redrafting into a modernised Mental Health Bill. Major milestone was achieved by the DCGA government under prime minister Manasseh Sogavare which launched the Mental Health Policy on July 27, 2023. GREAT is determined to go another step further with the Mental Health Bill. Health Minister Morris Toiraena, contributing yesterday (Thursday, August 6, 2026) to the motion of thanks to the Governor General’s speech from the throne said the Mental Health Bill is among the two Health bills GREAT will bring to parliament. “The Government will also progress several health legislations which include the Health Service Bill, Amendments to the Dangerous Drugs Act, Amendments to the Pure Food Act and a new Mental Bill before this Honourable House. These reforms will help provide a stronger legal and institutional basis for the work ahead,” Toiraena said. Toiraena said mental health can no longer be allowed to be a culturally sensitive issue on which people refrain open dialogue and solution seeking. “Many Solomon Islanders live with depression, anxiety, trauma, substance-related illness and other mental health conditions without adequate support. Families often carry this burden alone. Stigma keeps people silent, and services remain limited. “The Government will confront mental health openly and with compassion. We will work towards mental health facilities and services in every province, strengthen training for health workers, support community-based care, and improve referral pathways for people in crisis. “The planned relocation of the National Psychiatric Unit to Honiara is part of this commitment to provide more appropriate, accessible and dignified care. “Mental health is health. It deserves the same seriousness as any other condition,” Toiraena said. The national psychiatric unit is based in the Kilu’ufi hospital, Auki, Malaita province. However, in January this year the idea to have it relocated was established driven by factors such as logistical barriers to referral cases from other provinces to reach Kilu’ufi. BY JOSES SAREN The Government will take up to twenty-five per cent stake in big mining projects and cut electricity costs to around 15 US cents (approx. SBD $1.20) per kilowatt-hour under major reforms. For years, the country has watched its minerals leave our shores while foreign companies took most of the profits, Minister for Mines, Energy and Rural Electrification Derrick Rawcliff Manuari says that will change. He announced the reforms today in his response to the Speech from the Throne in Parliament. Manuari said under the new Mineral Resources Bill, the Government can own shares in major mining developments through a new company called Solomon Islands Minerals Holding Limited. This means Solomon Islands will get a share of the profits, not just royalty payments. It also means landowners will have a stronger say in how mining is operated on their land. Manuari said the Bill also introduces a “No Pay, No Ship” rule in which mining companies must pay all royalties before any minerals leave the country which will stop companies from avoiding payments. The minister said Government will also reserve alluvial mining — the kind of mining done on riverbanks and small-scale operations — for Solomon Islanders only. On energy, Manuari said the Government wants to cut electricity costs through renewable energy investment as families in Honiara pay some of the highest electricity bills in the Pacific. The Tina River Hydropower Project is expected to change that, cutting costs by up to 40 per cent. Manuari said the Government’s commitment goes beyond the capital as thousands of families across the islands still have no access to electricity. He said the Government will roll out solar systems, mini-grids and community power solutions to reach rural villages. “No Solomon Islander should be left behind simply because of where they live,” Minister Manuari told Parliament. He stressed that electricity changes lives because with it, children can study at night, nurses can deliver babies safely, small businesses can grow and communities can stay connected. Manuari said the Ministry will also reform electricity laws to make sure pricing is fair and transparent. He said water security is also a priority, with investment in boreholes and water systems for provincial centres. Manuari said the reforms are about making sure mining benefits all Solomon Islanders and brings hope to rural communities. “Our responsibility is not simply to regulate these sectors, but to ensure that they improve the lives of every Solomon Islander. “Above all, it gives hope to rural communities that they too are part of our nation’s development journey,” he said. Japan Donates 50 Footballs to Strengthen Grassroots Football in Solomon Islands The Government of Japan has donated 50 footballs to the Solomon Islands Football Federation (SIFF), reinforcing its commitment to grassroots football development and the longstanding friendship between Japan and Solomon Islands. The footballs were officially handed over during a ceremony at SIFF headquarters in Honiara, attended by Japan's Ambassador to Solomon Islands, H.E. Keiichi Higuchi, SIFF President Donald Marahare, SIFF Chief Executive Officer Leonard Paia, football officials, members of the diplomatic community and invited guests. In his keynote address, Ambassador Higuchi said the donation was inspired by the strong support Solomon Islanders showed for Japan during the recent FIFA World Cup, where many local fans proudly backed the Japanese national team. "Our Embassy received many requests for Japanese flags during the World Cup," Ambassador Higuchi said. "Although we could not meet all those requests, we witnessed countless handmade Japanese flags across Honiara. That passion demonstrated the deep love Solomon Islanders have for football." The Ambassador said the initiative followed discussions between Japan's State Minister for Foreign Affairs, Mr. Horii, and Solomon Islands Prime Minister Matthew Wale during the Japan–Solomon Islands Summit on 23 July. The footballs were donated through the Nara Football Association as a gesture of friendship and support for football development in Solomon Islands. Drawing on Japan's experience, Ambassador Higuchi noted that the country's football achievements have been built through long-term investment in youth development and grassroots programmes. "We want to help young players grow and bring the joy of football to even more children. These fifty footballs contribute to that vision," he said. He also highlighted the growing football partnership between the two countries, pointing to Japanese footballer Sota Higashide, who currently plays for Solomon Kings FC, and JICA volunteer coach Kanto Yamashita, who continues to support SIFF's youth and women's football programmes. Receiving the donation, SIFF officials thanked the Government and people of Japan for their continued support of football in Solomon Islands, saying the equipment will benefit young players and community football initiatives across the country. The ceremony concluded with the official handover of the footballs and a group photograph involving the Ambassador, SIFF officials and invited guests. The agreement was signed during Premier Elijah Asilau’a’s visit to South Korea after he was invited to attend the 29th Remnant Congress 2026. The MoU outlines a shared commitment to strengthen education, empower communities, develop young people, and expand cooperation based on trust and unity. Speaking after the signing, Premier Asilau’a said the agreement marks the beginning of a partnership focused on progress and long-term development for the people of Malaita. “Today marks the beginning of a journey, a journey of partnership, progress, and purpose. “On behalf of my Government, I reaffirm our full support for this MoU. We are committed to ensuring this partnership delivers real and lasting impact for our people,” he said. The Premier described the occasion as more than a formal agreement, saying he believes it reflects God’s plan for the province and will bring positive transformation to his people. “What we see today is not ordinary; it is spiritual, prophetic, and transforming lives, leaders, and governments,” he said. BY BEN BILUA Gizo THE Western Provincial Government has thrown its full support behind the newly launched EmpowerHER Project, describing it as a timely initiative that aligns closely with the province’s commitment to eliminate violence against women and girls. Speaking during the launch of the three-year project this week, Western Province Minister for Health, Kenneth George said the project’s objectives are central to the province’s public health priorities, as gender-based violence continues to have devastating consequences for women, girls and families. “Sexual and gender-based violence is not only a social issue and a legal issue, but also a public health issue that continues to deprive women and girls of their rights. “It affects the physical and mental health and the long-term well-being of women, girls and families who become victims of gender-based violence,” he said. George said the provincial health system continues to witness the consequences of violence in clinics, hospitals and communities, often without knowing the full circumstances behind the injuries or trauma. “Many cases are never reported, never spoken about and are left untreated,” he said. George said the EmpowerHER Project will complement existing gender-based violence priorities at both the provincial and national levels by strengthening prevention efforts rather than focusing only on responding to cases after they occur. “This is why the launch of the EmpowerHER Project is so important. It will help us move beyond simply responding to violence and place greater emphasis on preventing it from happening in the first place,” he said. George said the project will create opportunities for villages, churches and island communities to actively address the root causes of violence. He adds that the project, which will be implemented in Western and Temotu provinces, aims to bring national policies on women’s and girls’ rights to the provincial and community levels through awareness campaigns, education and behaviour change initiatives. “This project will deliver exactly that opportunity in our villages, churches and island communities,” George said. He said the Western Provincial Government has already developed a provincial policy that includes a dedicated outcome on eliminating violence against women and girls, making the EmpowerHER Project a natural fit for the province’s development agenda. Geroge said the EmpowerHER Project aligns well with Western Province’s policy on eliminating violence against women and girls. “When national policy, provincial policy and projects like EmpowerHER move in the same direction, lasting change becomes possible,” he said. George commended the Solomon Islands Planned Parenthood Association (SIPPA) and its partner, Island International, for designing a project that promotes shared responsibility in preventing violence. He said the project recognises that addressing gender-based violence should not be the responsibility of women and girls alone but must also involve men, traditional leaders, churches and the wider community. “This is precisely the kind of community-driven approach that both national and provincial policies call for,” he said. George said the Western Provincial Government and its stakeholders will support the implementation of the project throughout the province. He encourages leaders from communities selected to pilot the project to actively participate in training programmes so they can effectively deliver awareness activities and encourage positive behavioural change within their communities. The EmpowerHER Project seeks to strengthen the promotion and protection of the rights of women and girls through community engagement, advocacy, awareness and partnerships that aim to reduce gender-based violence and advance gender equality in Solomon Islands. OFC Men's Champions League 2026 kicks off in Lautoka on Sunday OFC: The opportunity to lift Oceania's oldest and most prestigious club football prize remains an alluring one for the eight clubs set to compete in Fiji at the OFC Men's Champions League 2026 from this weekend in Ba and Lautoka. Despite no longer offering qualification to a FIFA competition for the first time since the tournament's inaugural edition in 1987, the OFC Men's Champions League continues to hold significant prestige among the region's amateur clubs. Thirty-four players with experience in the inaugural OFC Pro League will represent four different clubs at this year's competition, further elevating the standard of play while providing an opportunity for others to stake their claim for a place in one of the eight OFC Pro League squads ahead of the competition's second season in 2027. 4R Govind Park in Ba will host nine matches at the tournament, including both semi-finals and the final, whilst Churchill Park in Lautoka will host the other six matches. Ahead of the start of the competition at Churchill Park on Sunday, the coaches and captains gathered at the beautiful First Landing Resort at Vuda to give their final thoughts. Group A 13-time champions and four-time defending champions, Auckland City FC headline Group A. Central Coast FC and AS Vénus will look to challenge them, having bolstered their squads with players with professional experience from the OFC Pro League. New Caledonian representatives AS Tiga Sport start as outsiders but could create an upset. Central Coast FC Returning to the OFC Men's Champions League for a third time, Central Coast FC have welcomed nine players from Pro League club Solomon Kings FC into the squad, including Rafa Lea'i, Fordney Junior, Bobby Leslie and Junior David. "Their return to the club has changed the mood of the club," says head coach Jacob Moli. "They've lifted the standard of training and it's good to have them in the team." Central Coast's preparations leading into the tournament have been delayed by a late start to the local domestic S-League, but Central Coast have started strongly, winning both of their first two matches. "We'll give this tournament everything we have and treat every match like a final. That's the attitude we'll carry throughout our campaign." Moli said. Auckland City FC Keeping hold of Oceania's oldest club prize remains a coveted opportunity for Auckland City FC, even if winning the competition no longer means qualification for FIFA tournaments. Head coach Rudy Mozr has six Pro League players in his squad, including new signings Fergus Gillion and Matt Foord, who played for Fijian club Bula FC. Auckland City's build-up to the tournament has been congested with a busy domestic schedule in the New Zealand Northern League. "The schedule been hard for the boys but we've taken it in a positive way and we've had a really good preparation," says head coach Rudy Mozr. "We've tested ourselves, and we're looking forward to the competition." Auckland City have only ever lost nine matches at the competition and are on a 27-match unbeaten run dating back to the 2019 semi-finals. Again, they will start as the favorites to defend their title in Fiji. AS Vénus Travelling with the youngest squad in the competition, Tahitian club AS Vénus have also been able to call upon such much needed Pro League experience, with seven players having represented Tahiti United. "I think the players who played in the Pro League will bring their experience to the young players," says captain Roonui Tehau. "For some of our younger players, this is their first taste of a continental tournament." They are returning to the OFC Men's Champions League for the first time in four years, when they lost to Auckland City FC 3-0 in the final. They'll meet the New Zealand powerhouses again in Lautoka on the first matchday in Group A. "It won't be easy to get out of the group stage, but we know that we can do it. Our primary objective is to reach the knockout stages." AS Tiga Sport The only club in Group A without any Pro League players in the squad, you would be a fool to write AS Tiga Sport out of contention. The New Caledonian club reached the semi-finals last year and will be appearing at the tournament for a third time. "We know the level will be very high this year," says head coach Léo Lopez. "It will be a real challenge, but we are ready to show the level of New Caledonian football." Lopez is also the coach of the New Caledonian U-17 national team and has been able to hang onto 12 players from their run to the last four last year, including six senior New Caledonian internationals. Their squad is the oldest of the eight competing teams, and features 11 Pro League players, including New Caledonian international Joseph Athale, who has joined Tahiti United teammate Tevita Waranaivalu at the club. "It's been a huge benefit having some Pro League players in the squad," says captain Setareki Hughes. "We're looking forward to making our friends and family proud here on home soil." Man on trial for killing sister’s pig to know fate, Sept 3 By ASSUMPTA BUCHANAN Solomon Star, Honiara A CASE involving a man accused of killing his sister’s pig and destroying her banana garden has been adjourned to September 3 for judgement. The matter came before Principal Magistrate Elma Veenah Rizzu Hilly Friday for closing submissions. Both the prosecution and defence counsel relied on their written submissions in making their final arguments before the court. Magistrate Hilly therefore adjourned the matter to September 3 for judgement. The defendant, who is in his mid-40s, faces three counts of domestic violence. He is charged with two counts of Domestic Violence – psychological abuse involving his 24-year-old nephew, and one count of Domestic Violence – economic abuse involving his 43-year-old sister. The charges relate to alleged incidents at a village in Gela, Central Islands Province, in April and May 2023. The prosecution alleges that the defendant went to his sister’s home armed with a bush knife and an axe while she was away in the garden. He allegedly killed her pig and chopped down eight banana plants before leaving the property. The prosecution further alleges that he returned the following month carrying a bush knife and chased his sister and nephew from their home. He allegedly threatened to cut his sister while she was washing utensils. It is also alleged that he damaged their water supply by cutting the tank tap and the main water pipe before leaving the premises. The matter had earlier proceeded to the defence stage after the prosecution called three witnesses and closed its case. The defence called six witnesses, including the defendant, before closing its case. Walter Rotumana of Rano & Company appears for the defendant, while Police Prosecutor Iete Tebakota appears for the Crown. ///Ends//

Gov’t to Reform Burial and Cemetery Management Framework By TIMOTHY INIFIRI JNR Star Sports, Honiara The Government, through the Ministry of Home Affairs, is advancing plans to reform the country's burial and cemetery management system to ensure it is better equipped to meet the needs of Solomon Islands' growing population and expanding urban centres. Minister for Home Affairs Fr Manasseh Maelanga announced the initiative while delivering his Reply to the Speech from the Throne in the National Parliament on Thursday. Maelanga said the Ministry is committed to strengthening the country's policy and legislative framework to improve the management of burial sites across Solomon Islands. "I would also like to highlight the Ministry's commitment to advancing policy and legislative reforms on burial and cemetery management," Maelanga said. He said the reforms are becoming increasingly important as the country's population continues to grow and more people move into urban areas. "As our population continues to grow and urban centres expand, there is an increasing need for a modern, well-planned and sustainable framework to guide the management of burial sites throughout the country," he said. According to the Minister, the proposed reforms will establish clear standards to guide how cemeteries are created, managed and maintained across the country. "These reforms will provide clear standards for the establishment, administration and maintenance of cemeteries, while addressing important considerations such as public health, land use planning, environmental protection, cultural and religious sensitivities, and the long-term availability of burial space," he said. Maelanga said the reforms are intended to ensure cemetery management not only meets current demands but also provides a sustainable solution for future generations. "In doing so, the Government seeks to ensure that burial and cemetery management is undertaken with dignity, respect and in a manner that meets the needs of both present and future generations of Solomon Islanders," he said. The proposed reforms are expected to provide a more coordinated approach to cemetery planning and management while balancing the country's public health requirements, environmental responsibilities, land use priorities and the cultural and religious values of communities. The initiative forms part of the Ministry for Home Affairs' broader policy and legislative agenda outlined during the Reply to the Speech from the Throne in the National Parliament.

Solomon Islands, Australia Advance RSIPF Expansion Partnership The Solomon Islands Government and the Australian Government have taken another major step in strengthening policing capability, advancing key projects under the Royal Solomon Islands Police Force (RSIPF) Expansion Partnership. Over the past month, Minister for Police, National Security and Correctional Services Hon. John Tuhaika Jr and Australian High Commissioner Jeff Roach signed the foundational Memorandum of Understanding (MOU) for the construction of a new RSIPF Academy. Officials from both countries have also agreed on the academy's building design and progressed plans for a package of policing infrastructure upgrades across all nine provinces. Speaking at the MOU signing, Minister Tuhaika described the new Police Academy as a strategic investment in the country's future. > "The new Police Academy is a strategic investment in Solomon Islands' future generations and will promote improved professional standards, institutional excellence, governance and systems in the RSIPF," he said. He added that the academy and provincial policing projects are long-term investments that will strengthen policing services for generations to come. Australian High Commissioner Jeff Roach thanked Minister Tuhaika for his leadership and reaffirmed Australia's commitment to supporting the RSIPF through a multi-year partnership. "The RSIPF Expansion Partnership is built on decades of uniformed and non-uniformed engagement between Australia and Solomon Islands," Mr Roach said. He said it was encouraging to see many of the partnership's key initiatives now taking shape, adding that the MOU represented another milestone in Solomon Islands' efforts to strengthen its sovereign policing capability while contributing to regional security across the Pacific. The new Police Academy, the flagship project of the RSIPF Expansion Partnership, will be built at the Rove Police Headquarters Precinct on a site selected by the Solomon Islands Government in February 2026. The partnership supports Solomon Islands' vision of developing a strong, self-reliant and enduring policing capability while improving police performance and service delivery to communities nationwide. SEGHE MARKET REACHES 75 PERCENT COMPLETION | Construction of the Australia-funded Seghe Market has reached 75 per cent completion and is expected to open later this year. The climate-resilient market will provide space for up to 120 vendors and support economic activity in Marovo. The project has employed 31 workers, including 26 people from the local community. Australian High Commissioner Jeff Roach said the project is helping transform Seghe into a stronger economic centre “Local contractor Hatanga has delivered outstanding progress to date, combining a high-quality build with meaningful local employment and strong support for the surrounding community,” Mr Roach said. Recent work completed includes roofing, pathways, the market kiosk, and progress on internal walls, accessibility ramps and the fire tank base. Hatanga Site Manager Edgar Pwao’o said the team remains committed to completing the project safely and to a high standard. “The dedication and hard work of our local workforce have been key to delivering the project,” Mr Pwao’o said. The new market will include solar lighting, water storage facilities, accessible stalls, and separate toilets and showers for men, women and people with disabilities. WALE PUSHES ECONOMIC CHANGE | Prime Minister Matthew Wale says Solomon Islands can build a stronger economy by changing the policies that have limited growth for many years. Speaking in Parliament, PM Wale said the country's small economy is the result of decisions made over more than 40 years, not its destiny. He said the GREAT Coalition Government is introducing reforms to ensure the nation's wealth benefits all Solomon Islanders instead of only a few. "Our ambition is clear: that within the next 20 to 30 years, Solomon Islands will stand among the middle-income countries of the world, not by the charity of others, but through the disciplined harvest of our own God-given wealth," PM Wale said. The Prime Minister said the success of the government's reforms will be measured by whether they improve the lives of ordinary families, farmers, fishermen, market vendors and unemployed graduates. "We are shifting to a model where the harvest of our land and seas is processed by Solomon Islander hands, on Solomon Islands soil, for Solomon Islander families," he said.

MEHRD rolls out new pay structure for TVET trainers New classification framework recognises specialised TVET roles and provides a clear pathway for qualified trainers. The Ministry of Education and Human Resource Development (MEHRD) has begun implementing a new pay structure and classification framework for Technical and Vocational Education and Training (TVET) trainers and institution leaders. The TVET Pay Structure and Classification Policy was approved by the Honourable Minister for Education and Human Resource Development on 30 June 2026. It was implemented in the teachers’ payroll processed on Thursday, 6 August 2026. The new framework addresses an important classification gap that previously prevented TVET personnel from being included in the Ministry-wide salary classification exercise. It provides an approved basis for classifying Trainers, Senior Trainers, Program Managers and Institution Managers according to their roles and verified qualifications. “This is an important step in recognising the specialised work of our TVET workforce. The new structure provides a clearer and more consistent basis for classifying trainers, while ensuring that salary placement is supported by verified qualifications,” Permanent Secretary Supervising, Mrs Linda Wate, said. Under the approved framework, TVET trainers must hold both a relevant technical qualification and a TVET training and assessment qualification. Placement on the new pay structure is based on the position held and qualifications verified by the Teaching Service Division. IMPLEMENTATION AT A GLANCE 84 FULLY TRANSITIONED 83 BRIDGING SCALE 167 PENDING VERIFICATION Total active TVET trainers currently recorded on payroll: 334 The 84 trainers who have met both qualification requirements have been fully transitioned to the new pay structure. A further 83 trainers who currently meet one of the two requirements have been placed on a bridging salary scale while they work towards the outstanding qualification. The remaining 167 trainers have not yet transitioned because their required qualifications have not been verified in MEHRD’s current records. They will remain on the Unified Teaching Service Pay Structure until verification and assessment are completed. This does not mean that they have been rejected from the new framework. MEHRD is asking Education Providers and TVET institution leaders to bring Circular No. 8/2026 to the attention of all affected trainers and instructors, check their qualification records, and assist them to submit clear copies of relevant qualifications to the Teaching Service Division. Education Providers must also ensure that newly recruited TVET trainers and instructors meet the relevant qualification and registration requirements before appointment and placement on the teachers’ payroll. The Teaching Service Division will continue working with Education Providers and TVET institutions to verify outstanding qualifications, assess trainers against the approved framework, and facilitate transition to the appropriate classification and salary scale where the requirements are met.
