Honiara, 20 August 2026 – The Government of Solomon Islands today launched the Solomon Islands National Roadmap for Malaria Elimination 2026-2040, setting out a bold national pathway to eliminate malaria by 2038. The roadmap was launched by His Excellency Prime Minister Matthew Wale in conjunction with World Mosquito Day 2026, underscoring malaria elimination as a national development priority that requires sustained leadership across government, communities and partners.
Spearheaded by the Office of the Prime Minister, Ministry of Health and Medical Services, and the National Malaria Elimination Taskforce, with support from the Asia Pacific Leaders Malaria Alliance (APLMA), the roadmap embodies Solomon Islands’ whole-of-government and whole-of-society resolve to end malaria transmission. It provides a shared framework to align political leadership, technical delivery, community action and partner support around a common elimination goal.
Marking this critical step forward, H.E. Prime Minister Wale called for action, leadership and commitment at every level:
“Today’s launch is a defining step towards a malaria-free Solomon Islands. This Roadmap reflects our shared commitment and shows that elimination by 2038, and WHO certification by 2040, is within reach. Now, we must turn commitment into action – so every community, every family, and every child can share in a malaria-free future. Together, we can make malaria elimination a legacy for generations to come.”
The roadmap introduces four strategic shifts to strengthen national accountability and accelerate progress. These include changing malaria surveillance reporting from health zones to constituency and ward boundaries, making progress more visible to political leaders and communities; embedding cross-ministerial collaboration into planning and resourcing; giving malaria notifiable disease status to strengthen reporting and accountability; and investing in the workforce to implement programs.
Minister for Health and Medical Services, Hon. Morris Toiraena noted, the Ministry of Health will work to ensure that malaria financing is clearly reflected in the ministry’s recurrent and development budgets and that provinces have the resources they need to deliver effective services.
“As co-chair of the National Malaria Elimination Taskforce, the Ministry of Health and Medical Services commits to providing regular updates on implementation to the Taskforce and to Cabinet. This will ensure that malaria elimination remains visible at the highest levels of government and that we remain accountable as we move from planning to action.”
As a regional advocacy and political engagement partner, APLMA supported the development of the roadmap and will continue working with Solomon Islands to maintain high-level political momentum. By supporting roadmap progress tracking, regional coordination and whole-of-government engagement, APLMA will assist to ensure that implementation remains visible, accountable and aligned with the country’s elimination ambitions.
For Dr. Sarthak Das, Chief Executive Officer of APLMA, the roadmap further offers an opportunity to turn national ambition into evidence of progress:
“The path to malaria elimination rests on the foundation of a three-legged stool – operational excellence, proper financing are two of these. Political will is the third. The Solomon Islands National Roadmap for Malaria Elimination 2026–2040 provides a thoughtful, rigorous, and practical plan for the first two legs. With His
Excellency Prime Minister Wale’s launch of the roadmap today, the necessary political will is now in place. From here, national action complemented by concrete evidence of demonstrating initial success at the subnational level will be critical to continue momentum. APLMA remains committed to supporting Solomon Islands as it moves from roadmap to implementation. This group of Islands in the Pacific, with the highest annual parasitic incidence in the Asia Pacific, have taken a powerful step forward today to ensure future generations will can live malaria free.”
Launched on World Mosquito Day, the roadmap signals a renewed national commitment to end malaria through coordinated action, sustained investment and community ownership. With clear targets, stronger accountability and shared leadership, Solomon Islands is charting a practical path towards a malaria-free future by 2038.

The Minister of Internal Affairs of the Republic of Vanuatu, Hon. Andrew Solomon Napuat, gives his remarks during the signing of the MoU.
The Memorandum of Understanding (MoU) will recognise and strengthen the importance of community policing, a statement highlighted by the Minister of Internal Affairs of the Republic of Vanuatu, Hon. Andrew Solomon Napuat, during the MoU signing in Honiara on 18 August 2026.
Hon. Minister Solomon Napuat said, “I am particularly pleased that this memorandum recognises the importance of community policing through the exchange of community policing officers between our two police forces.
Minister Solomon Napuat said community policing is far more than a policing strategy. It is the very heart of effective policing throughout the Pacific. It reminds us that the strength of a police force is not measured solely by its equipment, its legislation or its enforcement powers. Its true strength lies in the confidence and trust that it earns from the people it serves.
Honourable Minister Napuat said when community policing officers from Vanuatu serve in the Solomon Islands and officers from the Solomon Islands serve in Vanuatu, they will do much more than exchange professional knowledge. They will spend time with chiefs and traditional leaders, engage with churches, women's groups and youth organisations, visit schools, participate in village meetings and work alongside communities to prevent crime before it occurs.
“They will learn from one another's experiences and return home with new ideas, stronger partnerships and a deeper understanding that policing is ultimately about serving people with compassion, dignity and respect,” said the Minister of Internal Affairs of the Republic of Vanuatu.
The MoU signed will further enhance cooperation in criminal investigations, forensic science and the exchange of specialist training instructors.
“Criminal investigations are becoming increasingly complex and frequently extend beyond national boundaries. By working together, sharing investigative expertise and strengthening forensic capabilities, both police forces will improve their ability to deliver justice, uphold the rule of law and protect the integrity of our criminal justice systems,” said Minister Napuat.
He said, 'Likewise, the exchange of instructors will contribute significantly to developing future generations of highly professional police officers capable of meeting the evolving security challenges of our region.'
The signing of the MoU also reflects the broader relationship that continues to flourish between the governments of Vanuatu and the Solomon Islands.
These understandings are founded upon mutual respect, trust and the recognition that our common border is not merely a geographical line separating two nations. Rather, it is a shared responsibility that requires cooperation, dialogue and collective stewardship.
A communique document was signed between the two ministers and the two commissioners at the Heritage Park Hotel in Honiara last night. During the communique document signing, the acting commissioner of RSIPF, Mr James Aitorea, presented a gift to the commissioner of VPF.
MALD Veterinary Team Successfully Conducts Animal Health Awareness and Disease Surveillance in Malaita Province
The Ministry of Agriculture and Livestock Development (MALD), through its Livestock Department, has successfully conducted an animal health disease awareness and surveillance outreach programme across Auki, North Road and South Road in Malaita Province from the 10th to 13th August.
The outreach formed part of MALD’s ongoing efforts to strengthen livestock health,... improve farm management and biosecurity practices, and support sustainable livestock production in Solomon Islands.
During the field programme, MALD veterinary officers visited livestock farms and communities to conduct disease surveillance, provide basic veterinary services, identify animal health problems, and provide practical advice on animal husbandry and disease prevention.
The team also collected initial information and samples from chickens, pigs and cattle to support disease surveillance and improve understanding of livestock health issues in the province.
A key focus of the programme was strengthening farmers’ knowledge of appropriate animal husbandry practices, disease prevention and early reporting of animal health problems. Farmers were also given opportunities to ask questions and discuss challenges affecting their livestock production.
Veterinary officers successfully identified and addressed animal health problems affecting cattle and pigs during the visits. The team also shared technical advice on pig husbandry, including the appropriate use of vitamin A, D and E supplementation to support animal growth and overall health.
Dr. Rodney Star, Livestock Veterinary Consultant and leader of the MALD veterinary outreach programme, said the livestock observed during the visit were generally healthy, well cared for and adequately fed.
“It is evident that the livestock officers based in Auki are well known and respected by the farmers we met,” he said.
However, he noted that livestock officers continue to face challenges in reaching farmers in more remote parts of Malaita due to limited resources for travel, restricted supplies of veterinary medicines and limited laboratory support.
Dr. Star also highlighted the importance of strengthening veterinary services in the province, noting that the completion of the new Ministry building is expected to improve facilities, communication and vehicle access for livestock services.
The outreach also identified an important area requiring further attention, particularly the limited use of vaccines within the pig industry in Malaita Province. Continued awareness and technical support will be important in strengthening disease prevention and biosecurity practices among pig farmers.
Farmers welcomed the veterinary outreach and expressed strong interest in receiving more regular visits, practical livestock health training and timely information on disease prevention, treatment and animal care. They also raised concerns about access to veterinary officers, medicines and follow-up services.
The farmers were particularly encouraged by the news that five newly graduated veterinarians have joined MALD, which is expected to strengthen the Ministry’s capacity to extend veterinary and animal health services into provinces and rural communities.
The successful outreach demonstrates the importance of bringing veterinary services directly to livestock farmers and communities.
Regular disease surveillance, early identification of animal health problems, farmer awareness and improved biosecurity will remain critical to protecting livestock production and supporting the livelihoods of farming communities.
MALD will continue working with livestock farmers, provincial authorities and other stakeholders to strengthen animal health surveillance, improve husbandry practices and promote a healthier and more productive livestock sector across Solomon Islands.

Particular concern is the growing threat of illicit drug trafficking in our region, which poses a serious risk to the safety, security and wellbeing of our communities.
He said this is a challenge that no country can address effectively in isolation.
It requires stronger regional partnerships, closer operational cooperation and timely sharing of intelligence and information to prevent, detect and disrupt these activities. Let us continue to stand together, work together and build a safer, stronger and more resilient Pacific.
Acting Commissioner of the RSIPF Mr James Aitorea, during the MoU signing, has acknowledged both the presence of the two ministers and the officials from the MPNSCS for coordinating the smooth facilitation of the MoU signing.

PRIME Minister Hon. Matthew Wale has advanced discussions on the proposed establishment of a TAFE School of Trade in Solomon Islands.
The Prime Minister held discussions this morning with Executive Managing Director of the Nippon Foundation, Mr Takashi Arikawa, who is currently in Honiara as part of efforts to finalise arrangements to kick-start the proposed project.
The meeting follows the Prime Minister’s recent meeting with Honorary Chair of the Nippon Foundation, Mr Yohei Sasakawa, during his visit to Tokyo.
During the meeting, Prime Minister Wale outlined the Government’s economic vision to transition Solomon Islands towards a more productive, manufacturing and processing-based economy.
He said the establishment of a TAFE School of Trade will be critical to developing the skilled workforce required to support this economic transformation.
“We hope to build at least four of these TAFE institutions across the country, and I am grateful that the Nippon Foundation has committed to assisting us with the establishment of one,” the Prime Minister said.
Prime Minister Wale said the initiative also forms an important part of the Government’s broader education policy, particularly its commitment to expanding access to quality technical and vocational education and training.
Mr Arikawa said the Nippon Foundation team will meet with officials from the Ministry of Education and Human Resources Development this afternoon to further progress discussions on the project.
He said Nippon Foundation Honorary Chair Mr Sasakawa is keen to support Solomon Islands in the education sector and contribute to advancing the GREAT Coalition Government’s policy priorities.
Prime Minister Wale further announced that the new institution will be named in honour of the Sasakawa family, in recognition of their support for Solomon Islands’ education and skills development.
He said the Government looks forward to working closely with the Nippon Foundation to progress the project and deliver a new pathway for Solomon Islanders to acquire the technical and vocational skills needed to participate in and drive the country’s economic transformation. -PRESS RELEASE

The GREAT Coalition Government through the Ministry of Rural Development (MRD) has formally endorsed the Office of the Auditor General’s (OAG) use of Community Participatory Audits (CPA) to audit the Constituency Development Funds (CDF), in a move aimed at strengthening transparency and rebuilding public trust in how the funds are spent.Speaking at the recent launch of CPA, Minister for Rural Development, Honourable Daniel Waneoroa, said the initiative marked “a small but significant step” towards ensuring development spending is accountable to citizens.“For too long, public perception of these funds has been marred by stories of unfair distribution and a lack of transparency,” Minister Waneoroa said.“Today, we turn a new leaf by formally endorsing the Office of the Auditor General’s use of Community Participatory Audits in the auditing of the constituency development funds.”The CDF represents approximately $250 million annually — around 6 per cent of the national budget and 30 per cent of the development budget.Under Section 30 of the CDF Act 2023, the fund is subject to audit by the Auditor-General, in line with the Auditor-General’s constitutional mandate under Section 108 to audit all government authorities.Minister Waneoroa noted the Act carries significant legal weight, with penalties for misappropriation of funds of up to $100,000 or five years’ imprisonment for Members of Parliament and public officers.Unlike traditional audits that rely solely on paper records, Community Participatory Audits draw on the direct experience of citizens and Civil Society Organisations to verify whether projects – such as water tanks or clinics – have actually been delivered on the ground.“Community Participatory Audits looks at reality through the eyes of our people, in which they will form a significant part of the audit processes,” the Minister said.“Our constituents are the ones who see every day if a water tank was delivered or a clinic was built.”He said the approach was not about “catching” people out, but about giving Constituency Officers, Development Committees, Members of Parliament and community leaders the feedback needed to improve decision-making and service delivery. The OAG has already piloted the approach in North Guadalcanal and East Are’are Constituencies, with plans to roll out Community Participatory Audits to all 50 constituencies as budget and capacity allow. The Ministry of Rural Development has indicated it will explore options to financially support the OAG in delivering the programme nationally.Minister Waneoroa called on fellow Members of Parliament, Constituency Development Officers and community leaders to welcome OAG audit teams “with open doors and open books” as the programme rolls out.“Let us embrace this opportunity to show that the CDF can be a trusted engine of growth,” he said.“By opening ourselves to the scrutiny of the people we serve, we prove our commitment to a prosperous, accountable, and united Solomon Islands.”CDF is the financing component of the Solomon Islands Government’s Constituency Development Program, administered by MRD and implemented across 50 constituencies to improve livelihoods.
