MALD Livestock and Veterinary Services Team Successfully Conducts Vaccination Program for 62 Gilts
The Ministry of Agriculture and Livestock Development (MALD), through its Livestock Department, yesterday successfully conducted a vaccination program for 62 gilts as part of preparations for the upcoming Artificial Insemination (AI) program under the World Bank-funded SIART Pig Breeding Program.
The vaccination exercise is an important step in preparing the gilts for the AI program.
The program aims to strengthen pig production in Solomon Islands by improving the genetic traits of locally raised pigs, with a focus on improving productivity, reproductive performance, animal health and meat quality.
As part of the preparations for the AI program, a drenching exercise was also conducted on Monday to address internal and external parasite and bacterial health concerns among the gilts. The livestock team used animal-health treatments, including ivermectin and oxytetracycline, as part of the health preparation program.
During today's vaccination exercise, MALD veterinary and livestock officers, together with Dr Israel Wore, administered vaccines to all 62 gilts. The vaccines included ECOvac LE and Parvovirus, which are intended to help protect the animals against important diseases that can affect pig health and reproductive performance.
Particular attention is being given to diseases such as Parvovirus, Leptospirosis and E. coli-related infections, which can contribute to reproductive problems and reduced breeding performance in female pigs.
The vaccination program will be repeated next month as part of the ongoing animal-health preparation before the artificial insemination exercise begins.
MALD says the coordinated health and breeding interventions demonstrate its commitment to improving livestock production and supporting farmers through better animal-health management and modern breeding technologies.
The successful vaccination of the 62 gilts marks another important milestone toward the implementation of the AI component of the SIART Pig Breeding Program and the broader effort to improve the quality, productivity and sustainability of Solomon Islands' pig industry.
The SIART Pig Breeding Program is supported through World Bank funding and is being implemented to contribute to the development and improvement of the local livestock sector. Through improved breeding practices, including artificial insemination, the program seeks to introduce and strengthen desirable genetic characteristics in local pig populations.
Artificial insemination provides an opportunity for farmers to access improved genetics without relying solely on traditional breeding methods. Over time, this can contribute to healthier and more productive pigs, better growth performance and improved meat quality, supporting increased household income and strengthening the local supply of pork.

33 BAUXITE SHIPMENTS: YEARS OF MISSING RECORDS UNCOVERED
THE Attorney General’s Chambers has provided update on the investigation into the 33 bauxite shipments from Rennell Island uncovering years of missing, incomplete and unaccounted records.
This covers exports by Asia Pacific Investment Development Ltd (APID) and Bintan Mining SI Ltd.
The update on the investigations indicated records that should have been safeguarded by the very administration that presided over these exports.
The findings are as follows;
• Consignment permit records are missing or incomplete for 2019, 2020 and 2021, despite confirmed exports continuing through those years.
• The unpaid royalties were from the 33 shipments between 2019 and 2020 and not from 2017 to the beginning of 2019 as initially alleged.
• To date, about 11 consignment permits from the 33 shipments in 2019 and 2020 have been discovered.
• CBSI have no records of payment by APID or BMSI of the 33 shipments between 2019 and 2020, although APID/BMSI alleged in their correspondence to the Ministry of Mines that payments have been made.
• No Memorandum of Understanding or supporting correspondence for these exports has been found anywhere in government files.
• Not a single refinery certificate or assay report has been located, meaning no independently verifiable record exists of what was actually being shipped out of the country or its true value.
• Customs documentation is incomplete with further records still unaccounted for.
• No legal advice or correspondence from the Attorney General’s Chambers of the day can be found on this matter.
• The general authority or approvals that should have been issued by the Central Bank of Solomon Islands for these exports were never obtained by the Ministry; they simply are not on file.
The statement adds investigations also found that there is no written justification, directive, or legal opinion anywhere in government records explaining why permits kept being issued year after year.
“When officers who held office at the time were asked directly, not one could produce documentary evidence or a credible explanation,” the statement said.
It adds this is not bureaucratic misfortune.
However, it is the documented record of a mineral sector that the previous governments allowed to operate for years without the basic paperwork accountability requires.
“Permits issued with no justification on file, royalties and export volumes with no independent verification and a paper trail that simply stops.”
Nevertheless, investigations continue and officials dealing with this matter will be called into question. - PRESS RELEASE

MINISTRY RESPONDS TO OPPOSITION LEADER ON PM’S RENTAL AGREEMENT
Honiara, 21 August 2026: The Ministry of Forestry & Research has clarified the Opposition Leader’s statement concerning their rental agreement relating to the Prime Minister.
The statement said the facts surrounding the arrangement must be placed in their proper context.
The tenancy agreement commenced in November last year, at a time when the Hon. Matthew Wale was still in Opposition and had not yet assumed the office of Prime Minister.
It is therefore misleading to portray the agreement as a rental arrangement entered into by the Prime Minister in his capacity as Prime Minister.
The Ministry of Forestry has clarified that the selection of the premises was driven by an urgent need for office space, including an office for additional project staff, as well as the availability of suitable premises close to the Ministry’s headquarters.
The Ministry has also confirmed that the rental rate was subject to the established process involving the accountable officer and the landlord, with compliance by the Government Housing Division and the terms of the Tenancy Agreement forming part of the process.
Importantly, this matter is not new. It was raised before the Public Accounts Committee (PAC), where the circumstances surrounding the agreement were thoroughly explained.
The PAC was informed that the agreement was entered into before Mr Wale became Prime Minister and that the tenancy arrangement is scheduled for review in October this year.
The Ministry has already provided the Tenancy Agreement, the relevant company extract, its occupancy schedules, including the rented premises currently accommodating around 15 staff, as well as available financial records.
The Ministry has acknowledged that some additional supporting documents could not be supplied within the initial timeframe because of difficulties in accessing the records.
It has committed to continuing efforts to source and provide the remaining documentation. -PRESS RELEASE

GREAT Coalition launches draft Formal Tax Policy Work Programme for consultation
Honiara, 20 August 2026: The GREAT Coalition has released its draft Formal Tax Policy Work Programme 2026–2028 and is inviting the public to have their say on the future direction of the tax system.
The programme sets out the new Government’s proposed tax policy priorities for the next two years and is an important step towards a more open and transparent approach to tax policy development.
For the first time, taxpayers, businesses, community organisations and other interested groups
can see the Government’s proposed tax policy work programme and provide feedback before it is finalised.
The programme identifies the main tax policy and legislative projects that the Ministry of
Finance and Treasury (Economic Division) and the Inland Revenue Division (IRD) expect to
work on during 2026–2028. It also provides a clear process for deciding which proposals
should be progressed, considering their impact on Government revenue, taxpayers, businesses and the wider economy.
The programme is overseen by the ED/IRD Work Prioritisation and Review Committee, which is responsible for prioritising and sequencing tax policy work in line with the Government’s priorities and available resources.
Public consultation is a key part of the process. The new Government is committed to greater
transparency and public participation in tax policy development. As proposals are developed,
businesses, community organisations and members of the public will be invited to share their
views and help shape future tax reforms.
The Government encourages everyone with an interest in the tax system to review the draft
programme and share their views.
The Details
The draft work programme covers the following work streams:
1. Integrity of the tax system: This work stream protects against tax avoidance and
evasion to maintain a stable and predictable tax system.
2. Modernising and strengthening the tax system: This work stream ensures the tax
system is regularly maintained and updated in response to changing technology,
business practices, jurisprudence, or other factors. It also focuses on reforming the
indirect tax regime by ensuring a single tax rate and a broad-based indirect tax. It aims
to level the playing field for business and simplify tax rules.
3. Strengthen Domestic and international information sharing capacity: This work
stream fulfils Solomon Islands’ domestic and international obligations to raise capacity
to respond to shifts in the domestic and global economy.
4. Social policy: This work stream involves addressing social policy issues that may
impact the well-being of Solomon islanders.
5. Other agency work: This work stream involves other agency work that aligns with
Government priorities that may have tax consequences or Inland Revenue delivery implications, such as tax implications.
The work programme is intended to be a living document and will be reviewed regularly to
ensure it remains aligned with the Government’s priorities. Any changes will be reflected in
the publicly available version of the programme, giving stakeholders clear visibility of the
Government’s tax policy agenda.
Planned consultation includes:
•Phase 1 - Pre-meetings with stakeholders that may be directly impacted, such as SINPF and the Ministry of Foreign Affairs.
•Phase 2 - Public awareness and education activities including SIBC sessions, IRD website, session at the Solomon Islands National University.
•Phase 3 - A series of 1:1 consultation meetings with key stakeholder groups such as Solomon Islands Small Business Enterprise Centre, the Institute of Solomon Islands Accountants, Women in Law, The Solomon Islands Chamber of Commerce and Industry.
•Phase 4 - Public consultation meeting for Government, non-government and business stakeholders.
