Cook Islands Aerial Surveillance Programme Renewed
Release – 01July2026, Wellington, New Zealand
Maintaining eyes over our ocean is a critical role the Ministry of Marine Resources (MMR) plays in safeguarding our ocean resources. This includes the use of aerial surveillance aircraft. ...
The ASP is a regional initiative coordinated by FFA to enhance maritime domain awareness and strengthen fisheries compliance across the Pacific. The programme deploys specially equipped surveillance aircraft and trained personnel to undertake aerial patrols that support member countries in monitoring fishing activity, identifying potential illegal, unreported and unregulated (IUU) fishing, and collecting intelligence to inform national monitoring, control and surveillance (MCS) operations.
After initially joining in 2021, the renewed MoU provides the Cook Islands a continuing governance framework for access to aerial surveillance services, enabling trained personnel to conduct aerial patrols and collect data that directly supports national fisheries monitoring and enforcement efforts led by the Ministry of Marine Resources.
This data enhances national surveillance capability and strengthens the safeguarding of marine resources and effective ocean governance. It improves situational awareness, informs national risk assessments, and guides the strategic deployment of surface patrol assets, thereby strengthening the effectiveness of compliance and enforcement operations in partnership with line agencies. It also supports the timely identification of vessels involved in fisheries offences and other transnational crime within the Cook Islands’ Exclusive Economic Zone.
Speaking on the signing of this MoU, the Honourable Tingika Elikana said the renewal reflects the Cook Islands’ commitment to the National Sustainable Development Agenda (NSDA) Priority 11: Sustainable Management of Oceans, Lagoons and Marine Resources, and the importance of continued regional cooperation in safeguarding the nation’s ocean estate: “This agreement ensures we retain access to vital aerial surveillance capability that strengthens our ability to monitor our waters, deter illegal activity, and protect the long-term sustainability of our marine resources. It reinforces our commitment to responsible ocean stewardship and demonstrates the value of strong regional partnerships delivering practical outcomes for the Cook Islands and the wider Pacific.” END.

The Solomon Islands Ports Authority (Solomon Ports) has officially launched its first-ever 'Shipping Schedule Hub App', a revolutionary digital platform designed to provide the public with real-time information on domestic shipping vessel movements across Solomon Islands.
The launch represents a major milestone in Solomon Ports' digital transformation journey and reinforces the Authority's commitment to modernising maritime services, improving customer experience, and enhancing connectivity between Honiara and the provinces.
With the introduction of the Shipping Schedule Hub App, Solomon Ports becomes only the second Port Authority in the Pacific region, after the Guam Port Authority, to develop and launch a dedicated domestic shipping mobile application.
Development of the App commenced in 2025 following extensive consultations with domestic shipping operators and key stakeholders to ensure the platform would meet the needs of passengers, vessel operators, and the wider public. The project also involved securing approval from Google to publish the application on the Google Play Store.
The Shipping Schedule Hub App is the first application of its kind in Solomon Islands, providing passengers with convenient access to domestic vessel schedules and essential travel information directly from their Android mobile devices.
Through the App, users can access up-to-date shipping schedules, receive notifications of vessel delays and cancellations, view general announcements and Solomon Ports press releases, and obtain important safety information before travelling. Additional features include service information, safety guidelines, contact details for customer enquiries, a news section, and a feedback platform that enables users to communicate directly with Solomon Ports.
A soft launch and press conference were held today at the Solomon Ports Auditorium at the Authority's headquarters in Honiara. The event was attended by representatives from the media, domestic shipping operators, government stakeholders, and Solomon Ports staff.
Guests were given a live demonstration of the App's features, including how passengers can download, navigate, and access real-time shipping information.
Speaking during the launch, Solomon Ports Chief Information Officer Mr. Ellison Pade said the application reflects the Authority's continued investment in digital innovation and its commitment to improving domestic shipping services for all Solomon Islanders.
The Shipping Schedule Hub App represents a new era for domestic maritime services in Solomon Islands. By placing essential shipping information directly into the hands of passengers, we are improving accessibility, enhancing customer experience, and supporting safer and more efficient travel throughout our islands."
Mr. Pade said the App is a practical solution to one of the long-standing challenges faced by travellers—accessing reliable and timely shipping information.
"For many years, passengers have relied on word of mouth or multiple enquiries to obtain vessel schedules. This App provides a single, reliable source of information, making it easier for people to plan their travel and stay informed about schedule changes."
The Shipping Schedule Hub App forms part of Solomon Ports' broader vision of embracing technology to improve operational efficiency and customer service while supporting national development through smarter maritime infrastructure.
The application is currently available free of charge for 'Android devices' and can be downloaded from the 'Google Play Store' by searching "Shipping Schedule Hub." Users may also access domestic shipping schedules through the Solomon Ports website at [www.sipa.com.sb](http://www.sipa.com.sb).
Solomon Ports encourages all domestic travellers, shipping operators, and members of the public to download the App and experience a new, more convenient way of accessing shipping information.
The launch of the Shipping Schedule Hub App marks the beginning of a new chapter in the digital transformation of Solomon Islands' maritime sector, demonstrating Solomon Ports' continued commitment to delivering safe, efficient, and innovative services for the nation.

Solomon Islands Ports Authority (Solomon Ports) today marked another significant milestone in its infrastructure development programme with the official commissioning of the new Kulabule Jetty , a 50-metre domestic jetty constructed at the Honiara Domestic Port.
The facility was officially commissioned by the Minister for Infrastructure Development, Hon. Ricky Fuo’o , who attended the ceremony as Guest of Honour alongside representatives from the domestic shipping industry, government agencies, development partners, and Solomon Ports staff.
The new jetty has been named Kulabule Jetty in honour of the late Captain Judah Kulabule , a highly respected former Harbour Master whose dedicated service and leadership contributed significantly to the development of the maritime sector and port operations in Solomon Islands. The naming recognises his lasting legacy and commitment to advancing maritime services for the nation.
Constructed at a total cost of approximately SBD$28 million , the project was fully funded by Solomon Ports and delivered by the organisation's own engineers, technical personnel, and project management team.
Speaking during the commissioning ceremony, Guest of Honour Hon. Ricky Fuo’o described the completion of the project as a testament to the organisation's growing technical capability and commitment to self-reliance.
"This project demonstrates that Solomon Ports possesses the expertise, skills, and capacity to successfully deliver major infrastructure developments using our own people and resources. The completion of Kulabule Jetty is not only an investment in port infrastructure but also an investment in local capability and national development," he said.
The new jetty is expected to significantly improve operations at the Honiara Domestic Port by increasing available berthing space for domestic vessels, reducing congestion, improving vessel turnaround times, and enhancing safety for both operators and port users.
As the primary gateway for domestic maritime transport, the Honiara Domestic Port plays a critical role in facilitating the movement of passengers and cargo throughout the country. The additional berth capacity provided by Kulabule Jetty will support the growing demands of domestic shipping services and strengthen connectivity between Honiara and the provinces.
Minister Fuo’o commended Solomon Ports for its commitment to infrastructure development and for demonstrating leadership in delivering a project of national importance through local expertise.
He noted that investments in maritime infrastructure are essential to supporting economic growth, improving transportation services, and enhancing access to markets and opportunities for communities throughout Solomon Islands.
The commissioning of Kulabule Jetty forms part of Solomon Ports' broader strategy to modernise and expand port infrastructure in response to increasing demand for maritime transport services and growing trade activity.
The project also aligns with Solomon Ports' long-term commitment to improving operational efficiency, strengthening domestic shipping services, and supporting national development priorities through sustainable infrastructure investment.

Solomon Ports is pleased to announce the official unveiling of its 70th Anniversary Logo, marking 70 years of service as the nation’s sole ports authority.
The unveiling ceremony was held today at the Solomon Ports Head Office, where the logo designer, Mr. Jared Devesi, formally presented the winning design to the Chairman of the Staff Engagement Committee, Mr. George Fiuramo.
The logo was selected following a design competition conducted over the past two weeks by the Staff Engagement Committee, which is responsible for coordinating Solomon Ports’ 70th Anniversary celebrations this year.
The competition attracted more than 30 submissions, all of which underwent a thorough screening process before the winning design was selected. The logo features a bold typographic design forming the number “70”, styled to reflect the Solomon Islands national flag, symbolising Solomon Ports’ role as the country’s sole ports authority for seven decades. Incorporated into the design is a silhouette of the recently constructed Millennium Terminal, seamlessly fused with the bow of a modern freighter and overlaid with traditional Solomon Islands motifs. This combination reflects the organisation’s strong local identity while highlighting its role in driving national development.
The outer circular form resembles a compass, portraying Solomon Ports as the economic lifeline of the country and symbolising direction, progress, and connectivity. The use of silver represents the milestone of 70 years, recognised as a platinum anniversary.
The wave elements at the base of the design slope from left to right, illustrating the port’s evolution from a simpl e colonial-era wharf to the modern port authority it is today. Speaking during the unveiling, Staff Engagement Committee Chairman Mr. George Fiuramo thanked Mr. Devesi for his dedication and effort in producing the winning design.
He said the final submission clearly demonstrated thorough research and creative insight into the history and future of Solomon Ports. “The design truly captures the essence of what we were looking for — a logo that reflects the history, significance, and future of Solomon Ports and its service to the people of this country,” Mr. Fiuramo said.
In response, Mr. Devesi expressed his gratitude to the committee for recognising his work, noting that he spent considerable time researching Solomon Ports before developing the design. He also shared that this was his first time winning such an award, despite having worked in graphic design for several years.
The 70th Anniversary Logo will be featured throughout the year on official merchandise, email signatures, publications, vehicle decals, and prominently during the anniversary celebrations on 4 June 2026.
Solomon Ports also extends its sincere appreciation to all artists and designers who participated in the logo competition and thanks them for their time, creativity, and contributions.

As we close another successful year, Solomon Ports proudly celebrates the remarkable journey of one of our longest-serving staff members — Martin Suba, who clocked in for the final time today after 39 years of dedicated service.
Originally from Olevugha Village in the Central Islands Province, Martin joined SIPA in 1986 as a junior clerk. Over the years, he worked across several operational roles — including warehouse and tally clerk — before moving into the Sea Container Hygiene System (SCHS) team, where he rose to become Senior Supervisor.
A man of few words and soft-spoken by nature, Martin recalled that when he first joined SIPA in 1986, there was only one international wharf and far fewer containers to handle compared to the busy operations of today.
“I then moved into various roles within the operations department. I worked in the warehouse, as a tally clerk, and eventually joined SCHS — where I am now a senior supervisor,” he said.
Martin has been through many of the major developments at the port over the past three decades, witnessing significant transformation. He noted that container volumes have increased, which he attributes to the hard work and productivity of SIPA staff.
“I have really enjoyed my time here — the friends and colleagues I’ve worked with over the years. One thing I enjoy most is meeting new people and working alongside others, especially with the Biosecurity team, to ensure all containers are cleaned and up to standard.”
This year, Martin and his SCHS team received the Team of the Year Award for the Operations Department in the inaugural Solomon Ports Staff Awards — recognition supported by their strong performance, including achieving a 5% intervention rate, a key biosecurity benchmark highlighted in a recent quarterly report by the Australian Department of Agriculture, Fisheries and Forestry. Martin played a leading role in helping his team maintain these standards.
Now that he is retiring, Martin said he has encouraged his team to continue upholding the high standards he leaves behind, and he is confident they will do a good job.
“Although we face challenges, I want my team to work together and ensure we remain one of the top SCHS facilities among Pacific ports,” he said.
“My advice, and the lesson I’ve learned during my time at SIPA, is to be patient, loyal to the company, and follow the rules. These values helped sustain me all these years, and I encourage new staff to do the same.”
When asked about his future plans, Martin said he intends to return to Olevugha Village in the Central Islands Province to start a tourism business.
His colleagues are preparing a farewell event to formally bid him goodbye at a later date.
Solomon Ports sincerely thanks Martin for his 39 years of committed service and wishes him well in his future endeavours.
The Solomon Islands Ports Authority (SIPA), trading as Solomon Ports, today marked a significant milestone with the official groundbreaking ceremony for the redevelopment of International Terminal Berth 1 at Honiara Port.
The ceremony was officiated by the Prime Minister Hon. Jeremiah Manele, and attended by government Ministers, Key Stakeholders, diplomatics corps, provincial and city leaders, traditional leaders development partners.
The Berth 1 redevelopment is being delivered under the Land and Maritime Connectivity Project, with funding support from the Asian Development Bank. The construction contract has been awarded to China Civil Engineering Construction Corporation (CCECC) and represents one of the most significant infrastructure investments in the history of Solomon Ports and the country’s maritime sector.
Speaking at the ceremony, SIPA Chairman Mr. Moses Virivolomo said the project reflects the national commitment to strengthening Solomon Islands’ primary gateway for international trade.
“Honiara Port is the lifeline of our economy, connecting the capital to the provinces and hundreds of islands across the country. This redevelopment is critical to ensuring our port remains safe, efficient, and capable of meeting future trade demands,” Mr. Virivolomo said.
The redevelopment focuses on improving operational efficiency through modern cargo-handling systems, advanced IT and security infrastructure, and better logistics flow, while enhancing safety and compliance with international standards. It also promotes environmental sustainability through green port principles and energy-efficient systems, enables future expansion to accommodate growing cargo volumes, and ensures value for money through cost-effective and durable design solutions.
In his keynote speech, Chief Guest , the Hon. Prime Minister Hon. Jeremiah Manele said the redevelopment of Berth 1 is of strategic importance to the country’s economy, trade and future development.
PM Manele said this was an investment in national productivity and economic resilience, and that the government recognises that strong infrastructure must be supported.
He said the rehabilitation of the berth 1 comes at a critical time as Honiara Ports faces challenges as container volumes continue to rise, alongside population growth and economic expansion.
“The rehabilitation of berth 1 must be viewed as part of a broader national port development vision , one that integrates infrastructure investments , modern legislation , sound SOE Governance , urban planning , and private sector growth,” he said.
“The government remains committed to working with SIPA to ensure our ports are safe and resilient , efficient and competitive, and governed by legislation that reflects the realities of a modern society.”
Once completed, the redevelopment is expected to significantly increase cargo throughput, reduce vessel turnaround times, lower long-term maintenance costs, and strengthen Honiara Port’s competitiveness within the Pacific region.
Solomon Ports wishes to express appreciation to the Government of Solomon Islands, the Ministry of Infrastructure Development, the Ministry of Finance and Treasury, the Asian Development Bank, and CCECC for their continued support and partnership. We remain committed in working together to successfully complete this landmark project.

He added that sport has the power to unite people from all walks of life:

Solomon Ports this week on Wednesday officially commissioned and handed over 14 double-type solar street lights to the Afio Station community in South Malaita, under our ongoing Green Port Initiative and Community Support initiative .
Despite the bad weather , hundreds turned up in numbers to witness the ceremony.
The handover ceremony reflects our continued commitment to sustainability, environmental responsibility, and community development across the Solomon Islands.
Afio Station was chosen because of its strategic importance as a hub for trade and travel for the people of South Malaita, East Are’Are, and West Are’Are . The station connects communities through transport, business, and essential services, making it an important centre for the region’s growth and daily life.
The project saw the installation of 14 double-type solar-powered streetlights across Afio Station, from the Afio wharf to Afio mini-Hospital/clinic. These systems are designed to provide sustainable, clean, and reliable lighting, even during cloudy or rainy periods.
Together, the 14 lights are expected to generate 3,504 kilowatt-hours (kWh) of clean energy annually — equivalent to an estimated SBD $23,340 in yearly savings if connected to the national power grid. Each light can continue producing power for up to 3.3 days without direct sunlight , ensuring consistent illumination and safety.
The project began with a site assessment and verification in late May , followed by procurement and shipment of materials in August .
Construction and installation were completed in September , with the official commissioning and handover held in October 2025 .
We acknowledge the collaborative effort behind the successful completion of the project, especially with the Malaita Provincial Government , Afio community leaders , and all local stakeholders who worked alongside our team to make the project possible.
The installation of solar street lights aims to improve safety, accessibility, and security at night — particularly for families, traveller’s, and those seeking medical assistance at the Afio Mini Hospital .
Speaking during the handover ceremony , SIPA’s Energy and Utility Officer Mr. Ashley Vasula said the port was glad in assisting Afio station with the new street lights
“Through projects like this, Solomon Ports aims to give back to our people — to bring light, both literally and symbolically, to communities that play a vital role in our nation’s connectivity and growth. Strong communities build strong ports, and we are proud to provide these solar lights to Afio Station.” He said.
Meanwhile in receiving the solar street lights on behalf of Afio station , Malaita province Senior Administration officer for Southern Region Mr. David Mane acknowledged SIPA for recognizing the deep need for street lights , highlighting this will not only add as lighting up the station at night but also to reduce risks and boost economic activities.
He said people will feel more secure and safe at night time , people from surrounding areas accessing the Mini Hospital especially during the event of emergencies late at night will find the brightly lit streets of Afio much helpful.
So far, Solomon Ports has implemented similar projects in Western, Isabel, and Central Islands Provinces — and now Malaita Province — lighting up schools, community halls, and streets.”
