The Ministry of Education and Human Resources Development (MEHRD) and the Solomon Islands Tertiary Education and Skills Authority (SITESA) have taken another step towards strengthening technical and vocational education by validating the TVET Policy Implementation Framework 2026–2031. The stakeholder validation workshop, held at the Honiara Hotel on 29 July, brought together representatives from government ministries, Rural Training Centres, the Solomon Islands National Unive...rsity (SINU), provincial education authorities, private sector employers and development partners to review the framework before its finalisation. The five-year framework is designed to guide the implementation of the Solomon Islands TVET Policy and establish a coordinated national training system. It aims to ensure that training providers operate under common standards, programmes respond to labour market and community needs, and learners—particularly young people and those living in the provinces—have clearer pathways to employment, self-employment and further education. The framework focuses on four key priority areas: governance and system reform, employer engagement, improving the quality of TVET programmes, and strengthening enrolment and progression pathways. It also outlines practical actions to make skills training more inclusive, industry-relevant and aligned with the country's national development priorities. Opening the workshop, SITESA Chief Executive Officer Constance Nasi said the framework represents a shared commitment to addressing the nation's skills challenges. "This Framework is more than a plan on paper. It is our collective response to the skills challenges facing Solomon Islands. Today's workshop is our opportunity to confirm that the priorities are right, the actions are realistic, and the arrangements for implementation are workable," Ms Nasi said. During the workshop, participants reviewed the Year One Action Plan, implementation roles, monitoring arrangements and potential risks. Their feedback will be used to strengthen the framework and ensure it is practical, accountable and ready for implementation. Once finalised, the TVET Policy Implementation Framework 2026–2031 will guide coordinated national efforts to improve skills training, strengthen the workforce and expand opportunities for Solomon Islanders to access employment, develop businesses and contribute to the country's sustainable development. Education Minister Outlines Progress on Major Education Reforms Minister for Education and Human Resources Development, Hon. Stephen Kumi, has outlined the Government's progress in implementing major reforms aimed at creating a more inclusive, equitable and responsive education system in Solomon Islands. Speaking in Parliament on Wednesday in support of the Speech from the Throne delivered by the Governor-General, Hon. Kumi reaffirmed that education remains one of the Governm...ent's highest national priorities. He highlighted the allocation of approximately SBD1.4 billion to the education sector in the 2026 National Budget as a clear demonstration of the Government's commitment to investing in the country's future. The Minister said the reform agenda includes the phased introduction of Free Education from 2027, the establishment of a Ministry of Higher Education, Skills Development, Research and Innovation, curriculum modernisation, improved teacher development and welfare, stronger education governance, and enhanced partnerships with provincial governments, churches, development partners and school communities. He told Parliament that these reforms are intended to build an education system that is inclusive, equitable and responsive to the country's development needs. To prepare for the rollout of free education, the Ministry of Education and Human Resources Development (MEHRD) has established a Free Education Taskforce to develop the policy, implementation framework, financing arrangements, governance systems and legislative requirements. Technical advisers supported by development partners are also assisting with education financing, grant management and implementation planning. Hon. Kumi said MEHRD is close to completing the revised Primary and Junior Secondary Curriculum, while work has begun on reviewing the Senior Secondary Curriculum and the Early Childhood Education Curriculum. By 2027, Solomon Islands is expected to have a coherent curriculum framework covering education from early childhood through to Year 12. He also announced that a STEM Education in Schools Pilot, supported by UNESCO, has commenced to better prepare students for emerging industries and future employment opportunities. The Minister said several pieces of legislation are also being progressed, including the Education Digital Transformation Policy and Bill, the Higher Education, Skills Development and Research Bill, the SITESA Amendment Bill, the Solomon Islands University of Technology Bill, and the National TVET Bill. These reforms are expected to strengthen governance, improve quality assurance and modernise the country's education system. Hon. Kumi further highlighted the implementation of the National TVET Policy and the development of a long-term TVET strategy to strengthen industry partnerships, improve training quality and expand access to technical and vocational education across the country. While acknowledging challenges such as financing free education, classroom shortages, teacher shortages, digital connectivity and access for rural schools, the Minister said these issues would require continued collaboration between the Government, Parliament, provincial governments, churches, school communities and development partners. "Our responsibility now is to translate policy into action," Hon. Kumi said. "The work ahead is considerable, but our direction is clear. Together, we are building an education system that will provide every Solomon Islander with the opportunity to learn, develop skills, contribute to our nation's prosperity and realise their full potential." GOVERNMENT ADVANCES LANDMARK JUSTICE REFORMS, EXPANDS ACCESS TO JUSTICE NATIONWIDE: MINISTER RORE MINISTER for Justice and Legal Affairs, Hon. Clezy Rore reaffirmed the Government’s strong commitment to strengthening the rule of law, improving access to justice and delivering a more accountable and efficient legal system. Responding to the Speech from the Throne in Parliament this week, Minister Rore highlighted major progress under the Government’s reform agenda, describing it as one of the most significant transformations of the justice sector since Independence. “The rule of law, peace, security, accountability and access to justice remain fundamental pillars of our democracy,” he said. Minister Rore emphasised that these principles continue to guide the Government’s efforts to build a peaceful, inclusive and prosperous nation. Landmark Legal Reforms The Minister announced that three critical pieces of legislation namely the Attorney General’s Bill, the Director of Public Prosecutions Bill and the Public Solicitor’s Bill have been finalized following extensive consultations and will soon be submitted to Cabinet. “These reforms will modernize the mandates of our key legal institutions and position them to better serve the needs of our people,” he said. Roadmap to an Autonomous Judiciary He adds a key priority of the Government is the establishment of an autonomous judiciary, in line with constitutional provisions. Minister Rore told Parliament that a detailed roadmap is being developed with a target for full implementation by July 2028. He said this reform includes the creation of a dedicated funding mechanism to ensure the long-term financial independence and sustainability of the judiciary. Delivering Results in Access to Justice The Justice Minister reported strong performance across the country’s courts demonstrating the success of the Government’s “Justice at the Community Level” policy. “In 2025, the Central Magistrates’ Court achieved clearance rates of over 100 percent for both criminal and civil cases, significantly reducing backlogs. Provincial courts also recorded high disposal rates, while the High Court and Court of Appeal maintained strong performance levels,” he said. Minister Rore said backlogs in the Customary Land Appeal Court have also been nearly eliminated, with only a small number of cases remaining nationwide. Investing in Justice Infrastructure and Innovation The Justice Minister said the Government is also investing in both physical and digital infrastructure to strengthen the justice system. He said a new Justice Precinct, valued at $15 million, is set to commence construction in 2026 as part of the country’s 50th Independence Anniversary legacy projects. “At the same time, Solomon Islands is emerging as a regional leader in digital justice systems, with its Justice Information Management System (JIMS) attracting interest from several Pacific nations seeking to adopt similar technology,” he said. Strengthening Partnerships and Governance Minister Rore also emphasized the importance of collaboration across government agencies, provincial authorities, civil society and development partners to deliver better outcomes for citizens. He also reaffirmed the Ministry’s commitment to strengthening governance systems, including financial management; procurement and accountability frameworks to ensure public resources are used responsibly and effectively. MALD RICE TRIAL PROJECT The Ministry of Agriculture and Livestock Development (MALD), in partnership with the Jiangsu Academy of Agricultural Sciences (JAAS), has reported encouraging progress in its Intensive Rice Trial Project aimed at strengthening national food security and reducing rice imports. Three trial plots are evaluating rice varieties suited to Solomon Islands' conditions, with crops currently at the tillering stage. Beyond research, eight agricultural interns are gaining hands-on experience alongside Ministry officers and Chinese specialists in all aspects of rice production. TOURISM OPERATORS GAIN DIGITAL SKILLS | Around 30 tourism operators in Honiara have completed a five-day Digital Content Creation training aimed at helping them better promote their businesses online. The training, held at the National Art Gallery, provided skills in photography, videography, content creation and digital storytelling. It was supported by the E-Commerce Implementation Unit, Ministry of Culture and Tourism, and Tourism Solomons.
